This paper discusses the construction of geological survey team from four aspects: the significance of strengthening the construction of geological survey talent team, the formation of public welfare geological survey team, the problems existing in the central public welfare geological survey team and the measures to strengthen the construction of geological survey talent team. The State Council's Decision on Strengthening Geological Work (Guo Fa [2006] No.4) puts forward that a strong central public welfare geological survey team should be built on the basis of the units directly under the China Geological Survey and in accordance with the requirements of capable personnel, reasonable structure, excellent equipment and being able to undertake major tasks. According to the requirements of the State Council, it is a very urgent task to improve the construction of local and industry public welfare geological survey teams. Premier Wen Jiabao pointed out during his inspection of the Ministry of Land and Resources that the development of geological science and technology depends on talents, and it is necessary to strengthen the construction of geological talents, do a good job in geological education, and vigorously cultivate backbone talents and leading talents. Relying on talents and scientific and technological strength to support geological prospecting is not only an urgent need to solve human living environment, sustainable development and the development of modern geological work in the new period, but also a summary of many years of geological prospecting experience in China.
1. 1 Implement the "Decision" of the State Council and expand the local public welfare geological survey team.
On the premise of rationalizing the management system of public welfare geological survey and integrating regional geological exploration resources, a comprehensive and effective local "field army" must be established. At the same time, the following principles should be followed: ① It is beneficial to establish a unified, coordinated, orderly and efficient geological work management system that is suitable for the socialist market economic system in accordance with the principle of separating government from enterprises; (2) It is conducive to the optimal allocation of manpower, financial resources and material resources of provincial geological exploration teams, reducing the cost of establishment and avoiding institutional overlap; (three) it is conducive to the mutual connection and complementarity of basic, public welfare and commercial geological work, and realizes the benign development of geological work; (4) It is conducive to stabilizing the provincial geological exploration team and fully mobilizing the enthusiasm of professional and technical personnel. According to the above principles, the public geological survey team benefits the country and the people, and meets the requirements of the central political system reform and the construction of a resource-saving and environment-friendly society.
1.2 to strengthen team building, talent is the key.

It is necessary to seize the great opportunity of the formation of the "field army" of the current geological team and take necessary measures to train, attract and use talents as a major strategic task. It is necessary to adhere to the correct orientation of employing people, take the general election of the leading bodies of directly affiliated units as an opportunity, and effectively select comrades with "good moral character, strong ability and good professionalism" to leadership positions. We must firmly grasp the three links of talent introduction, training and use, pay attention to the rational use of talents, and truly make the best use of talents. We should constantly broaden the horizons of selecting candidates and introduce a group of outstanding top-notch talents. Relying on major geological surveys, scientific research projects and key laboratories, on the basis of giving full play to the role of old academicians and old expert tutors, we will speed up the training of young and middle-aged innovative leading talents who can solve major geological problems, so that the existing young and middle-aged business backbones will mature as soon as possible, take the lead in setting an example and produce results. Carry out related activities. All social activities are based on "people". Only by starting from people and putting people first can we find a correct position, walk out of the road of innovation and play its unique role. From the perspective of Scientific Outlook on Development, talent building is an important part of Scientific Outlook on Development. Because to strengthen geological work and achieve a major breakthrough in geological prospecting, a large number of geologists with excellent moral character, solid foundation, extensive knowledge and profound expertise are needed.
2 the formation of public geological survey team
In order to uniformly deploy and organize the implementation of national basic and public welfare geological work and strategic mineral exploration, and strengthen the construction of public welfare geological survey team, the Ministry of Land and Resources established the China Geological Survey on June 199 with the approval of the central government and the support of the central organization establishment committee, the Ministry of Finance and other relevant ministries and commissions, and put the unit 10 under the management of the China Geological Survey. In February of 2000 1 and1,the Ministry of Land and Resources issued the overall plan for the formation of the geological team "Field Army" (Guo Tu Zi Fa [20065438+0] No.406), and 28 units including Chinese Academy of Geological Sciences and China Geological Environment Monitoring Institute were under the centralized management of China Geological Survey. In July, 2004, the editorial board of the Central Committee issued the Provisions on the Main Duties of China Geological Survey (CGF [2004] No.2), which made it clear that "China Geological Survey is a vice-ministerial institution directly under the Ministry of Land and Resources, responsible for the unified deployment, organization and implementation of national basic, public welfare and strategic geological and mineral exploration, unified management of the national public welfare geological survey team, providing basic geological information for national economic and social development, and providing public welfare services to the society.
From June 5438 to October 2006 10, Article 11 of the State Council's Decision on Strengthening Geological Work (Guo Fa [2006] No.4) clearly stated that "on the basis of the units directly under the China Geological Survey, according to the requirements of capable personnel, reasonable structure, well-equipped and able to undertake major tasks, we should pay close attention to building a strong central public welfare geological survey team. Recruit professional and technical backbones for the society, enrich the technical strength of field geological survey, and enhance the ability of field investigation and scientific research. " In June, 2006, 5438+065438+ 10, the Central Compilation Office issued the Reply on Institutional Adjustment of Some Institutions of the Ministry of Land and Resources (No.[2006] of the Central Compilation Office131), agreeing to assign 22 institutions, including the Chinese Academy of Geological Sciences, to the China Geological Survey, and clarifying the reform of scientific research institutions.
At this point, a new geological exploration system has been initially formed, which organically connects public welfare and commercial geological work and closely cooperates with the central and local public welfare geological survey teams. After 10 years of efforts, the construction of the central public welfare team with the subordinate units of China Geological Survey as the main body has achieved initial results. From 200 1 to 20 10, more than 3,000 talents of various types were introduced by all units under the bureau, the professional structure and age structure were continuously optimized, the base construction was steadily advanced, the technical equipment was constantly updated, and the geological survey and scientific research capabilities were continuously improved. A large number of major geological surveys and scientific research results have been achieved, and a large number of influential business backbones and top-notch talents have been trained.
At present, the central public welfare geological survey team has basically formed a team framework and system composed of regional geological survey institutions, professional geological survey institutions, scientific and technological innovation and technical support institutions, and public service institutions. By the end of 20 10, China Geological Survey had 6,794 employees, including 633 regional geological survey institutions and 65,438 professional geological survey institutions.
After years of practice and exploration, the construction of public welfare geological survey team in China has made positive progress, and a public welfare geological survey team system composed of central, local, universities and industries has been initially established. The central public welfare geological survey team includes the organs of China Geological Survey and their directly affiliated units; Local public welfare geological survey teams include provincial (autonomous regions and municipalities) geological survey stations and environmental monitoring stations (main stations); The non-profit geological survey team in colleges and universities is represented by the geological survey institute of traditional geological colleges and universities; The industrial geological survey team managed by the central government includes the public welfare geological survey team established by the geological team of the former Ministry of Industry. At present, the total number of employees of the national public welfare geological survey team is 17480 (excluding the industrial geological survey team managed by the central government), of which 13634 are technicians, accounting for 78% of the total number of employees. 3. Problems in the Central Public Welfare Geological Survey Team
Although the construction of the central public welfare geological survey team has made positive progress, there is still a big gap compared with the requirements of the central government for team construction, which is far from meeting the needs of the country's current and future public welfare geological work. Mainly in the following four aspects.
3. 1 The team organization is imperfect and the structure is unreasonable.
Imperfect professional structure; The central public welfare geological survey team engaged in oil and gas resources geological survey has just started, and it can not meet the strategic needs of the country for oil and gas resources; The lack of ground geophysical and geochemical exploration geological survey team has affected the breakthrough of geological prospecting and it is difficult to alleviate the bottleneck of mineral resources; Among professional and technical personnel, the proportion of personnel engaged in method and technology research is large, and the proportion of personnel engaged in field geological survey and compound professional and technical personnel is small; Logistics service and business development personnel account for a large proportion, while technicians account for a small proportion. It is urgent to improve the professional geological survey team, adjust the team structure and strengthen the strength of the geological survey team.
3.2 Team ability needs to be improved.
First, the team's own ability to engage in geological survey and scientific research innovation is not strong. The subordinate units of China Geological Survey are mainly transformed from the original geological research institutions. After rectification and transformation in recent years, the ability of geological survey has been improved, but the ability of field geological survey is still weak, and the combination of geological survey and scientific research is not close. Second, the team's ability to serve economic and social development is not strong, and the sense of service is not enough. The depth and intensity of providing geological survey services to the society are not enough to meet the needs of the innovative development of national geological work. Third, the ability of the talent team does not meet the needs of the current geological work development. There is a serious shortage of professionals, and leading talents and technical backbones are scarce.
3.3 Public welfare geological work lacks long-term and stable investment guarantee
At present, the public geological work lacks a stable financial investment guarantee mechanism, and there is no subject in the national public financial expenditure to ensure the long-term sustainable development of public geological work. The geological exploration fees collected by the former central government have been allocated to the provincial finance and the geological exploration units of the former industrial departments, which are mainly used for headcount expenses and assistance in changing production.
3.4 Social security problems are prominent.
Retired and resigned personnel account for a large proportion in the central public welfare geological survey team. In the absence of social security in public institutions, problems such as insufficient funds and medical expenses for retired and resigned personnel are prominent, and the team is overburdened.
At present, the central public welfare geological survey team is still relatively weak, and it is difficult to meet the needs of completing public welfare geological work. On the basis of respecting the laws of market economy, we should build a public geological survey team. By enhancing the attraction to talents, we can improve the core ability of team geological survey and realize the goal of team building. It is necessary to further improve the geological exploration market system, cultivate market players, do a good job in government services, implement the preferential policies for strengthening geological work proposed in the Decision, and improve the geological work environment.
4. Measures to strengthen the construction of geological survey talent team
4. 1 continue to deepen structural adjustment and mechanism innovation, and accelerate the construction of the central public welfare geological survey team.
It is necessary to seize the opportunity of implementing the new "Three Definitions" plan, strengthen the strategic study of geological work, learn from the experience of developed market economy countries, and combine the reality of our country to further clarify the work orientation of the central public welfare geological survey team, focusing on designing the scale and responsibilities of the survey team, the scientific and technological support team and the results processing service team, and forming a team framework system with reasonable structure and coordinated operation.
4.2 By strengthening project management, we will guide the construction of local public welfare geological survey teams to be solid and powerful.
It is necessary to establish a scientific project decision-making system, a project execution supervision system and a project performance evaluation system. 4.3 Strengthen geological work and create an environment for the growth of geological talents.
At present, China's geological work management system is in a critical period of transformation. On the one hand, the national economic development has a huge demand for mineral resources; On the other hand, the overall landslide of geological work has not been effectively controlled. The state should strengthen geological work, increase investment, and comprehensively improve the level of geological work in China. Relying on major geological survey projects and scientific research projects, the state cultivates compound talents and innovative talents, trains leading talents in science and technology, improves the working conditions of field geology, promotes the adjustment of talent structure, continues to implement the independent salary system for field geological work, raises the salary and allowance standards for field geologists, and rewards collectives and individuals who have made important contributions to geological prospecting and scientific and technological progress. For geologists who have been struggling in the wild for a long time, arrange their children to go to school properly.
4.4 Implementation of working funds
Actively strive for regular geological work funds and major special projects to ensure the stability and development of the public welfare geological survey team. Phased and strategic geological work refers to the geological work carried out at a specific stage for a specific goal. The country's demand for it is specific and should be implemented in the form of major geological projects. Key laboratory, cultivate and bring up a group of professional and technical backbones and academic leaders with world-leading level.
4.5 Implement the talent strategy well
4.5. 1 Talents are the most important wealth for scientific and technological progress and economic and social development.
The effectiveness of the construction of "field army" of geological team depends to a great extent on the improvement of the overall quality of geological team and the development of talent resources. It is a very important strategic task to train a generation of geological talents to adapt to the new situation of national geological work. Take some practical measures in talent training and introduction, strive to introduce and train a group of talents, and at the same time speed up the establishment of a mechanism for talent training, selection, exchange and use, so as to form an environment conducive to outstanding talents, especially top-notch talents. It is necessary to give full play to the role of existing scientific and technological personnel, take special measures, strive to create good working and living conditions for young and middle-aged scientific and technological personnel, and give full play to the role of old experts. We should establish the concept that human resources are the first resource. The innovative development of geological work depends on a team of high-quality talents. With China's entry into the WTO, the competition for talents will be more intense. All units should formulate and implement the talent strategy according to their own characteristics, focusing on comprehensively improving the quality of talents. We should have an eye for talents, gather talents with the spirit of talents, be good at gathering talents with geological undertakings, inspire talents with the spirit of "three honors", care for talents with true feelings, and attract talents with appropriate treatment. At the same time, we should follow the different laws of the growth of all kinds of talents, establish a competitive talent selection mechanism, actively explore the establishment of a technical talent management system suitable for geological survey and scientific research, strive to create a good environment that respects knowledge and encourages innovation, and strive to create a new situation in which talents come forth in large numbers.
4.5.2 Establishing a scientific view of talents is a strategic choice made by the CPC Central Committee according to the new international and domestic situation.
In today's world, human resources have become the most important strategic resources, and talents play an increasingly decisive role in the competition of comprehensive national strength. Talent is the most critical factor in building a well-off society in an all-round way in China. Talent-oriented, we must first have ideas. As a public geological survey institution, only by establishing a scientific view of talents can we cultivate all kinds of specialized talents and top-notch innovative talents needed for the development of the institution. If we stick to the old rules and regulations, it will be difficult to find a large number of potential talents, a large number of human resources can not be rationally developed and utilized, and their great energy can not be exerted. At the same time, the existing talents will make great achievements because they stand still, which will greatly reduce the efficiency of human resources and eventually make us lose the initiative of talent competition and rare development opportunities. According to the growth law of basic geological research talents, unconventional measures should be taken to pay more attention to and support those "little people" and young talents with independent thinking and original spirit, create an innovative culture and institutional environment for more outstanding talents to stand out, and cultivate more young geological scientists with rigorous study style, noble character, solid foundation, great development potential, love for basic science and cooperative spirit. Strengthen the breadth and depth of basic geological research and field practice by guiding young talents to love field geological work.
4.5.3 Based on university education, actively cultivate geological reserve talents.
Judging from the future development of geological work, the reserve force of geological talents is seriously insufficient at present. However, at present, there is a serious shortage of geological talents and insufficient innovation in China, which cannot be solved by allocating human resources only by the market. Therefore, it is necessary to increase investment in training geological talents in geological colleges, introduce preferential policies and make scientific planning to encourage geological colleges to train more geological talents. Geological colleges and universities should shoulder the heavy responsibility of cultivating innovative geological talents, establish innovative talent training mode, strengthen practical links and improve ideological education. The geological industry (enterprise) should take the cultivation of innovative talents as the primary task to enhance its core competitiveness, strengthen the continuing education of geological talents based on the long-term, actively cooperate with universities to implement Industry-University-Research, and cultivate continuing education talents through the forms of "order-based", "double tutorial system" and "* * * construction of practice base".
4.5.4 Implement personnel system reform to arouse the enthusiasm of geological talents.
First, we should implement the employment system, change the employment mechanism, and realize the transformation from identity management to post management. Second, it is necessary to establish a post management system that conforms to the nature of geological prospecting units and the characteristics of geological work, scientifically set up posts, and clarify post responsibilities. The third is to establish a flexible distribution incentive mechanism, gradually establish a salary system that conforms to the labor characteristics of geological work and reflects post performance and classified management, and increase incentives for special posts and outstanding talents. Fourth, improve the personnel training mechanism and management system. The renewability of talents is fully reflected in the continuous improvement and transcendence of innovative ability after training. Never use talents by squeezing juice. We must create suitable soil for their survival and growth, and create necessary conditions for their future study, further study and improvement, which is particularly important for universities, scientific research institutions and high-tech enterprises. Only by perfecting and implementing strict rules and regulations and perfecting the management mechanism of talent use combining incentives and constraints can sustainable development be achieved.
4.5.5 Increase investment in talent team construction.
Actively explore the establishment of a diversified investment mechanism for personnel training that combines the state, units and individuals, and strive for special funds for personnel training in the central public welfare geological survey. Actively guide all units to invest in talent training, encourage social and overseas funds to invest in human resources development in various forms, open up channels, and provide financial guarantee for talent team construction. In accordance with the provisions of national laws and regulations, fully withdraw funds for staff education and training, arrange technical and business training budgets for geological surveys and scientific research projects in accordance with relevant regulations, and increase investment in training funds for professional and technical personnel. According to the needs of talent team construction, we will give strong support in talent selection and recognition, teacher training, textbook compilation, research and formulation of supporting policies and measures for talent team construction, and ensure that the growth of talent team construction funds is coordinated with the growth of geological survey project funds.
4.5.6 The scale and structure of public geological survey team mainly depends on the demand of normal geological work.
For the investigation and research work in normal geological work, it is necessary to establish a public welfare geological survey entity team with a certain scale, reasonable talent echelon and relatively complete business, promote the combination of investigation and research, and establish a long-term mechanism for regular funding guarantee. Realize the normalization of basic geological survey and ensure the stability of the team. For other types of geological work, we can establish a capable team supported by some competent technicians and mainly organized and managed, establish an emergency mechanism, and actively apply for national special projects through investigation and demonstration.
4.6 Pay attention to training structural geological talents with "5Q" quality.
The quality structure of geological talents can be described in five aspects: motivation quality, knowledge quality, ability quality, physical and mental quality and moral quality, which is the so-called "5Q" quality structure model. Geological talents have three typical and important professional positions, namely, managers of geological prospecting enterprises (team leaders), geological engineers and geological scientists, which correspond to three different quality structure models respectively. The structural model aims to cultivate and select high-quality geological talents for the field of geological science and technology and to transport qualified reserve forces with both ability and political integrity.
4.7 improve the wages of employees in geological prospecting units
Continue to implement the independent wage system for field geological work. In view of the arduous characteristics of the geological industry, the subsidy policy should be further improved, and the wage level should be higher than the average level of other industries, so as to enhance the attractiveness of geological work to society and attract more young people to join the geological cause.
In order to strengthen the construction of land and resources talents in an all-round way, the Ministry of Land and Resources issued the Medium-and Long-term Talent Development Plan of Land and Resources (20 10-2020) in February, which included the cultivation of geological science and technology talents in the future 10 talent strategic plan, and put forward three key projects and seven key plans related to the cultivation of geological talents. The land and resources system should take the opportunity of fully implementing the land and resources talent planning, speed up the construction of a new talent training mechanism, vigorously promote the construction of geological science and technology talents, and strive to provide talent guarantee and intellectual support for geological undertakings and geological science and technology development.
