Introduction With the deepening of globalization, the relationship between China and the outside world is also undergoing subtle changes. After 2004, China and Europe ended the honeymoon period of 10 and gradually entered a complex environment. I. Status quo of China-EU relations 1. China-EU strategic partnership failed to make a breakthrough. Both China and Europe, once in the honeymoon period, hope to solve some problems and strengthen their cooperative relations by deepening cooperation. For example, China thinks that the EU should lift its arms sales ban on China and recognize the economic status of China market. Although the European side has also made a positive response, these two problems have not been well solved so far. However, the results of practice show that the two sides failed to really show the strong expectation of China-EU cooperation on any major issues. 2. The competitive relationship between China and Europe also appears in the field of mutual cooperation. In economic relations, China-EU relations have always been called a model of cooperation and complementarity. In the past few years, the trade between China and Europe has remained basically balanced. Among them, the EU's investment in China has promoted China's economic development to a certain extent, and European enterprises have also gained the expected market and strengthened their own competition level. However, after the EU became China's largest trading partner in 2004, the competitive relationship between them became obvious in economic relations. The European side constantly complains that China's trade surplus with Europe is expanding, and frequently adopts protectionist measures against China's imported products. The EU is also constantly putting pressure on China, repeatedly asking China to open its own market and strengthen the protection of intellectual property rights. In 2006, the EU published its China policy document, which regarded China as "the biggest challenge to EU trade policy" and even asked China to make concessions. In addition, China participated in the research on the Galileo satellite positioning system of the European Union, which was regarded as a landmark event of China-EU cooperation. But now, because the European side is constantly crowding out China in this plan, China has begun to accelerate the independent research and development of Beidou satellite navigation system, and has formed a positive competitive relationship with the European Union in terms of frequency occupation. 3. New diplomatic issues On some unrelated issues, new problems have emerged between China and Europe. The relationship between China and African countries did not attract the attention of EU countries before 2005, which has nothing to do with the bilateral relations between China and Europe. However, since 2005, China and Europe have been dissatisfied with China's Africa policy. On some political issues, the European side often accuses China of maintaining friendly relations with Zimbabwe and Sudan, which it considers autocratic. The European side is very dissatisfied with China's investment in energy and mineral resources in Africa, and always compares China to an aggressor who plunders African resources. On some aid issues, the European side often accuses China of some aid without any political conditions, which has damaged it to some extent.
