I. General requirements

Combined with the reality of the health industry, organically linked with the post employment system, strict standards, merit-based recommendation, standardized procedures, quality assurance, efficient and orderly recommendation declaration and material submission.
Second, the declaration procedure.
(a) in accordance with the principle of "individual application, unit recommendation, step by step audit, unified declaration", to carry out the declaration and recommendation work.
(two) adhere to the principle of user-oriented, application-oriented, application-oriented, reasonable convergence of application and employment, and reasonable determination of the number of applicants. (four) the application materials shall be submitted to the Medical Science and Technology Evaluation Department of the Joint Office of the Provincial Medical Association after being examined and sealed by all units, regional competent departments and human society departments. The application materials of the personnel of private medical institutions shall be submitted by the municipal (state) Health and Health Committee after being examined and sealed by the unit, the health and health authorities and the human and social departments at the same level in accordance with the principle of territorial management.

Third, the relevant provisions

Ministry of Human Resources and Social Security, the Ministry of Commerce, agreed that in order to meet the needs of the reform and development of public hospitals in the province, according to the relevant regulations, public hospitals at all levels will still reasonably determine the number of applicants according to the average number of senior professional titles in the past three years on the basis of overall consideration of the appointment of internal and external personnel, and report them to the human resources department at the same level for review.
(three) the applicant shall participate in the practice skills examination of health series senior professional titles, and obtain effective results, reaching the qualified line and relevant reporting regulations. To apply for the qualification of deputy director or chief physician, you must have the qualification of practicing physician in the corresponding category; Applicants for the qualification of deputy director or head nurse must have the qualification of practicing as a nurse.
(four) professional and technical personnel who have made significant contributions, and high-level talents introduced in accordance with the relevant policies of the state and our province. , according to our province's high-level talent title evaluation green channel directly to declare the review, not limited by the number of jobs. Professional and technical personnel who change jobs in the army and choose their own jobs to work in our province shall declare and recommend in accordance with the relevant provisions of the Provincial Department of Human Resources and Social Security.
(5) with the consent of the unit and the competent department where the personnel relations are located, the professional and technical personnel who assist the youth can declare and evaluate the senior professional titles step by step in the recipient areas during the recipient period. When applying for recommendation, it is not limited by the post control quota of the recipient unit, and there is no requirement for continuing education and practical skills examination of senior titles. To declare the senior professional title of our province, the health professionals assisting youth must have worked in Xinjiang for 1 year and are actually on the job at present, and have passed the examination by the recipient unit, thus meeting the evaluation conditions for the senior technical positions of health professionals in our province. The evaluation of professional titles of health professionals assisting youth is carried out in accordance with the management authority of professional title evaluation, and in accordance with the procedures of individual application, examination and approval of sending units, recommendation of recipient units and organization evaluation of recipient units. Title application materials shall be checked by the sending unit and the receiving unit.
(six) the provincial people's hospital and the affiliated hospital of Qinghai University independently carry out the evaluation of health series senior titles, and independently carry out the continuing education, training and audit of health professional and technical personnel. Secondary hospitals should organize the implementation of declaration, review and evaluation according to regulations. After the evaluation results are publicized without objection, they shall be submitted to the Provincial Health and Wellness Committee for examination and approval, and then to the Provincial Department of Human Resources and Social Security for examination and approval.
(VII) The evaluation of professional and technical personnel in township hospitals and community health service centers in the province to declare senior titles is still implemented in the Notice on Relevant Issues Concerning the Qualification of Professional and Technical Personnel in Grassroots Health and Medical Institutions to Declare Health Series Professional and Technical Positions 20 1 1 (Qing She Han [201] No.444), and the evaluation pays attention to medical ethics and medical ethics.

Professional and technical personnel applying for promotion to professional and technical positions shall complete the required continuing education and submit the certification of continuing education for professional and technical personnel in Qinghai Province. Applicants for senior professional titles must have more than 4 years of continuing education and training hours (2016-2019). For submitted SCI papers, the inclusion certificate issued by scientific research department or retrieval institution should be submitted, and the influencing factors of publication year should be indicated.
(12) The academic qualifications, papers, achievements and award-winning certificates provided by professional and technical personnel when they declare their professional titles must be the same as or similar to the majors they declare for promotion. The academic qualifications, papers, achievements and award-winning projects of non-professional or non-similar majors cannot be used as the basis for their promotion. The latest deadline for obtaining periodicals (monographs) containing papers, performance materials, scientific research achievements, award-winning certificates, graduation certificates, etc. submitted by applicants for professional titles is 20 19 12 3 1, and the working hours of professional and technical posts are now 2019123.
(thirteen) continue to implement the integrity system of professional and technical personnel title declaration, and insist on putting morality first in the evaluation of professional and technical personnel. Applicants who cheat on their academic qualifications, grades, qualifications, academic qualifications and work experience will be subject to "zero tolerance" once verified, and they will not be allowed to declare their professional titles within three years. In violation of the provisions of good faith, it will be included in the list of people who have failed to declare their professional titles in our province and notified throughout the province.
