It is the crystallization of hard work of scientific and technological workers and an important spiritual wealth and material wealth of mankind; It is a productive force with special significance, and it is also an important symbol to measure the completion of scientific research tasks and the quality and contribution of scientific researchers. It is the wealth and intellectual resources of the country.
Scientific research results should meet the following three conditions:
1, scientific research achievements should be creative and advanced. Creativity means that there are new ideas in theory and new improvements in technology, which have never been done before and are not available at home and abroad. Advanced nature should improve the technical value and level of achievements.
2, scientific research achievements must have social value (scientific value and economic value), and be recognized by the society. Must be practical, in line with scientific laws, with the implementation conditions to meet the requirements, with high economic value.
3, scientific research results must go through technical appraisal or review. Appraisal or evaluation shall be conducted by peer experts. Only when it is considered qualified can it be counted as an achievement.
