What are the non-standard publications in 2007?
In recent years, some lawless elements have set up and published illegal publications without the approval of the state press and publication administration department, used fraudulent means to assemble and contract manuscripts, charged the so-called "page fee" and seized high profits. These illegal publishing activities not only destroyed the publishing management system and disturbed the normal publication market order, but also misled and deceived the public. However, our teachers and educators mistakenly believe these illegal publications, which not only bear certain economic losses, but also waste the fruits of our labor, further affecting our academic level, academic status and social reputation. Therefore, we should carefully choose publications when publishing academic papers. The relevant departments of our government have stepped up supervision, investigation and suppression. So far, the General Administration of Press and Publication and the National Office for Combating Pornography have published four batches of *** 169 to ban illegal newspapers and periodicals.

What is illegal publishing?

In China, publications, including periodicals, are subject to strict examination and approval system. Legal periodicals refer to periodicals approved and published by relevant state departments, which are divided into formal periodicals and informal periodicals. Regular periodicals are strictly examined and approved by the State Press and Publication Administration and the Ministry of Science and Technology. There are both international standard serial publication number ISSN and domestic unified serial publication number CN, which are publicly distributed at home and abroad. Informal publications are generally limited to intra-industry exchanges and are not publicly issued. Their publication must be audited by the administrative department and approved by the internal newspaper. In addition, they are all illegal periodicals that the state has investigated and cracked down on.

First, illegal academic journals usually have the following forms.

First, forge the name, serial number and publishing unit name of domestic regular periodicals, especially famous social periodicals; Some counterfeit periodicals appear in the name of "supplements" and "bound volumes".

Secondly, some regular periodical agencies in China have edited and published so-called "essays" without approval, and deliberately confused the names and serial numbers in the name of "promoting this journal", which has created an illusion for readers.

Third, it is published in the name of "XXX Publishing Company" in Hong Kong, or co-sponsored with a domestic unit to fabricate a so-called "domestic unified serial number", such as "CN(UK)xx-yyyy (HK)" or "CN (UK) XX-YYY". In order to expand their "popularity", these illegal periodicals often bluff and put the word "China" on their titles.

Fourth, it is sponsored by XXX Society and XXX Research Association, without serial number or fabricated serial number, without the name of publishing unit or fabricated XXX editorial department.

Fifth, there are only international standard serial numbers, but there is no unified domestic serial number.

Sixth, stealing the column, replacing part of the contents of regular journals with articles written or collected by themselves, and still using the titles of the original journals; Issue number, binding and reprinting.

The seventh is the continuity of internal communication. Internal information publications are published in the name of public publications.

Eighth, the editing cycle is short, and it is often a monthly magazine or even a journal; There are many pages in the journal, with forty or fifty or even hundreds of articles published in one issue.

Ninth, the drafting time is short, and notices are often given within a few days, and some even reply on the same day.

In addition to the above characteristics, due to the pursuit of profit maximization by criminals, lack of formal editing and non-compliance with formal editing procedures, most illegal academic journals are shoddy, poorly used, wrongly arranged and have many mistakes and omissions. As long as you carefully identify, you can generally identify the true face of illegal academic journals. For soliciting contributions paid in the name of "domestic contribution center of a publishing company in Hong Kong" (in order to avoid being traced by the management department, these contribution centers often receive contributions through "XXXX mailbox"), or take the initiative to collect contributions under the guise of "a magazine" or "a reporter station (workstation) of a magazine in a certain place"; The majority of authors should be vigilant; When necessary, you can consult the publishing administrative department where the publishing unit (or organizer or editor) signed on the periodical is located.

Second, the characteristics of regular journals

First, the copyright page of a regular periodical issued to the public includes the name of the publishing unit (indicating the address and telephone number), the serial number of the domestic unified publication, the serial number of the international standard publication, and the name of the printing unit; If it is sent by post office, it shall also have a postal code; Barcode on the front or back cover, pricing.

Two, "domestic serial number" is the abbreviation of "domestic unified serial publication number", namely "CN number". It is the code assigned by the administrative department of press and publication to continuous publications. The domestic standard serial number (CNxx-yyyy/Z) consists of China country code "CN", newspaper registration number "XX-YYY" and classification number "Z". Among them, "xx" is the code of the region where the periodical publishing unit is located, "yyyy" is the serial number assigned by the publishing management department (the serial number range of the periodical is "1000-4999"), and the classification number is used to explain the main subject categories of the periodical. For example, "CN35- 1 169/c".

"International serial publication number" is the abbreviation of "international standard serial publication number", that is, "ISSN number", which is allocated by the international serial publication data system in various countries and regions. Newspapers in China don't use "ISSN", but most periodicals are equipped with "ISSN". The international standard serial number (1ssnxxxxx-yyyy) consists of 8 digits, with "ISSN" as the prefix (a hyphen is added between two 4 digits). Such as "ISSNl234-5678".

Official journals have a set of serial numbers (commonly known as serial numbers) of China standards, which are composed of international standard serial numbers (ISSN) and domestic unified serial numbers (CN), and are marked in a prominent and fixed position in the journal in a prescribed form. The serial numbers of all illegal periodicals are problematic: either there is only ISSN, but there is no CN number; Either there is a CN number, but there is a problem. The CN number is actually the publishing license number, and every official periodical in China has a unique CN number. ISSN is a retrieval symbol of the library, not a publishing license, and can be registered for free in many countries and regions. Therefore, only ISSN periodicals without CN number must be illegal publications. In addition, the use of ISBN to publish serial publications (periodicals) is also prohibited by national laws and regulations, and such publications are also illegal periodicals.

Three, the continuous internal information publications used for internal communication should be marked with "quasi confirmation number", which can only be used for free communication, and shall not be publicly issued or marked with pricing.

The most common problems with the serial number of illegal publications are as follows:

1. If the serial number is registered overseas and illegally edited, published, printed and distributed in China, the domestic unified serial number CN shall not be marked.

2. On the surface, there are both international standard serial number ISSN and domestic unified serial number CN, but the difference is that its CN number is followed by brackets or other letters (such as HK, NR, H), indicating that it is registered in Hong Kong, Macao and Taiwan. It is illegal for such newspapers to set up editorial offices, reporter stations or offices in the Mainland to engage in publishing, printing and distribution activities.

3. Fake domestic serial numbers, for example, the first two digits (area code) after CN are 00- 10, 16-20, which are greater than 66 or more than two digits, are all fake domestic unified serial numbers, because these numbers are not within the area code specified by China standard serial publication number; Others use the serial numbers of other existing legal publications.

4. There are multiple editions of a journal, such as ISSN and CN of a university journal, but each journal publishes two or more editions, of which only one edition is official, legal, external and open, and the other editions are paid, non-distributed, non-public and only for the author's collection. In this case, it is difficult to find the problem if you only look at the periodical number.

5. The area code does not match the local area, that is, the publication is held in a different place, or the address of the editorial department does not match the area code behind CN. China standard series publications. It is stipulated that the title of the book will remain unchanged and the place of publication will change, and the number of domestic unified serial publications will be redistributed, that is, the title of serial publications will remain unchanged and the place of publication will be moved from one province, city and autonomous region to another. If the CN number of the illegal publication China Education Forum is 43, it should be published in Hunan. If it is published in Shandong, it is necessary to redistribute the CN number, or change the first two digits of the CN number to the area code of Shandong 37. Sixth, there is something wrong with the serial number of serial publications in the area after the area number. For example, an illegal publication is a periodical, but its serial number is 000 1, and the serial number of the illegal publication China Education Forum is 7772. According to the standard serial number of China, 000 1 should be the serial number of the newspaper, 7777.

In short, whether it is a legal publication depends on whether its CN number is correct. For example, China Education and Teaching magazine has a unified domestic publication number of CN 18-4258/H or CN13-4412/H. Anyone with a little common sense will know that there is no area code 18 in Chinese mainland. Although the area code 13 exists, it should belong to Hebei. The magazine has set up editorial offices in Guangzhou, Chongqing, Haikou, Yunnan and Hainan to engage in editing, publishing and distribution activities, which is obviously illegal!

Recently, some illegal publications, in order to continue to deceive teachers, have taken some more covert measures. For example, some illegal publications registered overseas and edited and published in China make a fuss about the mailing address: only the e-mail address is left, and the specific editing, publishing and publishing unit and address are not indicated; There are also some illegal publications registered abroad, edited, published and distributed in China, claiming that they were distributed in China with the approval of some provinces and departments. These are all noteworthy new trends.

6. Don't think that legal publications are publications that publish essay inspiration or advertisements in national legal publications. Don't believe that those publications are legal under the banner of cooperation, co-sponsorship, support and sponsorship between some celebrity consultants and some large units. In fact, many people and units may not even know that there is such a newspaper. Of course, it does not rule out that some people and units themselves are so-called "newspaper commissions."

7. If you are really not sure whether a newspaper is a legal publication, I suggest you consult the provincial press and publication bureau or the administrative department for industry and commerce that provided it with the CN number according to the copyright mark of the newspaper. For example, the illegal publication China Education Forum (CN43-7772/R) has its editorial office in Jinan. If you are not sure whether it is a legal publication, you can call Hunan Press and Publication Bureau (43 is the area code of Hunan) or Shandong Press and Publication Bureau (because the editorial department is in Shandong). Of course, you can also check it online.

8. Although some illegal publications are marked with CN, they are not registered locally. In this case, it is not obvious from the CN number alone. However, if the authors of published articles are confined to a certain area, it is doubtful that the quality of the articles is very low, the length is similar, there are many articles and the magazines are very thick. For example, the number of China Education Exploration magazine is CN11-4461/I, and the postal code is 2-87 1. The editorial department is located in Beijing, claiming to be "the director of China Education Society" and "sponsored by China Newspaper Publishing House". The zip code is Beijing, and the phone number is no problem. However, if we carefully study its first issue, we will find that almost all the articles published by it are articles by primary and secondary school teachers in Jining, Zaozhuang and Linyi, Shandong Province. The quality of the published articles is not high, the length is similar, there are many articles, and the magazines are very thick-there is suspicion of sending articles with money; On-line inquiry found that its solicitation enlightenment belongs to "clearly marked price": "The number of words is required to be controlled at around 2,000 words. If it is really necessary to increase the space, we will negotiate separately. In order to give the contributors a space to publish, all published papers will be charged a certain page fee according to the length of the paper. " Consulting Beijing Press and Publication Bureau, the answer was "not registered in our bureau"; Check its ISSN, CN and mailing code, which are exactly the same as the illegal publication China Concern! It can be seen that although it is well disguised, it is still an illegal publication!

What is DM? In recent years, an illegal publication of periodicals in the name of DM has also appeared in the industry. DM is the abbreviation of English Direct Mail Advertising, which means "direct mail advertising or direct delivery advertising". Its legal name is "fixed print advertisement", which needs to be approved and managed by the industrial and commercial department. The Measures for the Administration of Printed Advertisements issued by the State Administration for Industry and Commerce on June 5438+065438+1October 30, 2004 clearly stipulates this form of advertisement. For example, it is stipulated that the name of DM advertisement, the name and address of advertising agency, registration number, distribution quantity, release time and unified logo "DM" should be marked on the top of the home page of each DM advertisement; The name of DM advertisement should be composed of the following three parts in turn: administrative division+enterprise name+the word "advertisement" in the enterprise name of advertising operator; DM advertisements shall not use terms that are easily confused with newspapers and periodicals, such as sponsors, co-organizers, producers, editorial departments, editors, publishers, magazines and special issues. Advertising agents shall not publish advertisements in the form of news reports. In fact, several so-called "commercial information", "price" and "market" publications in the market are undertaken by advertising companies, with irregular covers and various content columns, and some of them are "co-organizers", "editors" and "editors", which have completely evolved into illegal publications and belong to the objects that the press and publication departments have the right to investigate.

In addition, some people are very concerned about the level of newspapers and periodicals, such as national or provincial, while inquiring whether newspapers and periodicals are official publications. Is it a core journal or something? On this issue, we have explained it in relevant newspapers and periodicals. In addition to the selection and commendation of outstanding newspapers and periodicals, the General Administration of Press and Publication did not classify newspapers and periodicals, and the administrative department of press and publication did not select and commend core periodicals.
