Scientific Outlook on Development's profound connotation and basic requirements are:

The first essence of Scientific Outlook on Development is development, the core is people-oriented, and the basic requirement is comprehensive, coordinated and sustainable development. There are still many things to be done to implement Scientific Outlook on Development in all aspects of hospital work. In 2008, the workers' congress of our hospital discussed and approved the development plan of hospital culture construction. Hospital cultural work is listed as one of the key tasks in hospital construction and development, with the goal of creating a cultural brand with our hospital's characteristics and realizing the simultaneous promotion of hospital culture and hospital development.

First, the connotation of hospital culture

Hospital culture is formed in medical practice under certain social and economic conditions, and it is the sum of ideas, values, professional ethics and behavioral norms followed by all employees. Hospital culture is divided into four levels: first, material culture, also known as basic culture, including hospital environment, medical equipment, living facilities, hospital appearance and so on. Speeding up the material and cultural construction of hospitals and providing patients with clean, warm, comfortable and convenient places for diagnosis and treatment can provide convenience for patients suffering from great physical and mental pain, soothe their hearts, make them happy physically and mentally, enhance their vitality and recover as soon as possible. At the same time, it can make employees feel beautiful in their busy work and get spiritual rest, thus stimulating their enthusiasm and creativity, enhancing the stamina of hospital development and providing a good supporting platform for hospital development. Second, institutional culture is also called safety culture, including hospital management system, reform laws and regulations, various rules and regulations, work codes, management objectives, etc. "No rules, no Fiona Fang", the system is an important means of governing the hospital according to law, and it is also an important guarantee for the normal operation of the hospital. To strengthen the construction of institutional culture, we must first establish and improve various systems according to the needs of patients, diagnosis and treatment services and hospital development, and strengthen the training of staff system content, so that all staff can consciously abide by them and change the system constraints into habits. At the same time, everyone is equal before the rules and regulations, strengthen supervision, and ensure that rewards and punishments are combined, clear and timely. Third, behavioral culture, also known as image culture, includes all employees' diagnosis and treatment level, words and deeds, clothing, mental outlook, demeanor and temperament. Good employee behavior can make patients feel intimate and trust in medical staff and rely on and be loyal to the hospital. Therefore, to strengthen the construction of hospital behavior culture, we must establish the service concept of "people-oriented", firmly establish the service consciousness of "patient-centered, quality-centered", earnestly fulfill legal obligations, safeguard patients' rights and interests, improve various measures to facilitate the people and provide humanized diagnosis and treatment services for patients. Fourth, spiritual culture, also known as core culture, includes hospital spirit, goals, value orientation, ideals and beliefs, service beliefs and so on. Spiritual culture is the core and soul of the hospital, the group consciousness formed by all hospital staff in long-term practice, and the driving force for the development of the hospital. Once the hospital's spiritual culture is formed and recognized by employees, it will play a role of standardization and self-discipline, rally morale, and unify employees' thoughts and behaviors on the track of hospital development.

Second, the principles of hospital culture construction

First of all, we must inherit the history and culture of the hospital. Hospital culture is the essence of material civilization and spiritual culture deposited inside and outside the hospital. Its formation is not a one-off event, but the crystallization of hard cultivation of several generations of hospital staff. Therefore, we should inherit the essence of civilization in the history of hospitals, explore and utilize it, and form a value system recognized by the broad masses of employees. In the process of hospital culture construction, in addition to strengthening the management of hospital culture, we should also do a good job in shaping the personality of hospital culture, create the highlights of hospital culture, work hard on characteristics, and win the satisfaction of patients with superb technology, high-quality service and rendered environment. Fourthly, hospital culture should be integrated with emotional connotation. Under the model of biological, psychological and social medicine, people put forward higher requirements for medical services, requiring hospitals to pay more attention to patients' psychological feelings, thoughts and emotions while diagnosing and treating diseases, treat patients as thoughtful, emotional and complete social people living in a specific environment, respect, understand and care more about patients, so that patients' emotional wishes can be fully respected in the diagnosis and treatment of diseases, and provide patients with humanistic care to the maximum extent. Fifth, establish the core value system of hospital culture. Only when hospital culture has clear values, can it provide clear norms internally, show the cultural concept full of personality characteristics to the society externally, and form a distinctive personality culture in internal and external identification. The core values of hospital culture should be guided by the socialist core value system, put forward closely around the core competitiveness of hospitals, correctly understand the social welfare of hospitals, care for the quality of life of patients, and pursue more satisfaction of patients as the value basis. The core value system of hospital culture should be the main body, which is not only a concise language, but a value system radiating and extending from the spiritual language embodying values. The characteristics of hospital quality, service and spiritual outlook fully reflect the core competitiveness of hospital culture.

Third, the important role of hospital culture construction

In April this year, the workers' congress of our hospital discussed and approved the development plan of hospital culture construction. Guided by Scientific Outlook on Development, the planning puts forward the working principles and principles of people-oriented cultural development, and plans the development objectives, main contents and specific measures of hospital cultural construction. 1, shaping noble spiritual culture and enhancing hospital cohesion.

Since the reform and opening up, our hospital has paid more attention to strengthening the spiritual and cultural construction of the hospital. Since the 1980s, the party and government leaders of our hospital have extensively organized discussions among cadres and workers, forming a United, diligent, rigorous and civilized hospital spirit, which has been widely recognized by cadres and workers. We educate the staff of our hospital with extensive medical knowledge, diligence, saving lives and treating life well, and instill socialist values into all the staff. First, strengthen the construction of humanized service environment in hospitals. 13 floor outpatient building and ward building have been built one after another, and now a comprehensive building of 60,000 square meters is under construction. Our hospital spends more than100000 yuan on medical equipment every year. 3. Standardize hospital system culture and promote hospital system management.

As the main framework of hospital culture, institutional culture is the normative requirement of hospital values, moral standards, codes of conduct and technical development, and the fundamental guarantee of hospital management. In the process of establishing civilized hospitals and grade hospitals, our hospital pays more and more attention to the system construction of hospitals and regards system governance as a long-term strategy for construction. 1995 compiled the first system compilation of our hospital, which promoted the good atmosphere of learning and using the system in the whole hospital. With the development of hospitals, medical rules and regulations, administrative management system, logistics support system, ideological and political education and medical ethics system have been continuously established and improved. With the deepening of health reform, in order to meet the requirements of hospital management, various new hospital management systems have been continuously established and improved. In view of the fact that many of the original systems can no longer meet the new requirements of modern hospital management, the joint meeting of the party and government in our hospital made a decision to publish the second new system compilation before the end of the year, reviewing and summarizing the course of system construction in our hospital, learning from the experience of advanced hospital system construction, implementing the party's health work policy in the new period, insisting on putting the interests of patients first in the construction of hospital system culture, and establishing "all patients are the center" and "serving the people wholeheartedly" as the first priority. Establish and strictly implement various medical and operating procedures, clarify the post responsibilities, code of conduct, workflow, assessment rules and reward and punishment regulations of all kinds of personnel, strictly implement the responsibility system of first diagnosis, three-level rounds, three checks and seven pairs, and write, hand over, discuss, consult and refer medical documents of difficult cases, critical cases and death cases, so as to improve medical quality, ensure medical safety and enhance the trust of doctors and patients.
