The further development of the meaning of the rule of law is the Delhi Declaration adopted at the International Conference of Jurists held in India from 65438 to 0959. [2] It is recognized that the rule of law is a "dynamic concept", which "is not only used to protect and promote the civil and political rights of individual citizens, but also to create social, economic, educational and cultural conditions in order to realize the legitimate aspirations and dignity of individuals under these conditions." The principle of the rule of law affirmed in the Delhi Declaration is: (1) According to the spirit of the rule of law, the function of the legislature is to create and maintain various conditions that enable everyone to maintain personal dignity. (2) The principle of rule of law should not only prevent the abuse of administrative power, but also need an effective government to maintain legal order, so as to ensure that people have sufficient conditions for social and economic life.
