There is no reason to refuse to pay.

Paragraph b of article 3 1 of UCP 600 stipulates that goods under the same contract are shipped to the same destination on the same voyage, on the same means of transport, at different times and at different ports, even if the transport documents indicate different shipment dates and different ports, they cannot be regarded as partial shipments.

1. Partial shipment is not included.

2. The quantity is also within the scope permitted by the overflow clause.
