Therefore, cadres at all levels should attach great importance to the people's demands for improving the people's sense of security, do their best to maintain stability and comprehensively manage social security with higher passion, more promising state and more powerful measures, and comprehensively improve the people's sense of security.
The sense of security belongs to the category of human consciousness, and its formation process has many channels.
First, the people feel the deepest and react most strongly when they directly suffer from criminal offences or witness the occurrence of criminal offences.
Second, close relatives, neighbors, colleagues, friends and other people have been illegally infringed.
Third, hearsay criminal cases or media misleading. In order to attract audiences and increase circulation, social propaganda tools often crack down on crimes by increasing the details of crimes, which has a negative impact.
Fourth, the overall detection rate is not high. If the case is solved, the public's sense of security can be maintained, but if the case is solved, the public will lose their sense of security with the increase of the number of people.
Fifth, the floating population is dense. According to the follow-up study, the excessive floating population has always been the main factor that residents feel unsafe.
Sixth, there is still a gap between law enforcement and service quality. Unfair and uncivilized law enforcement still exists; The level of serving the masses needs to be further improved.
Sixth, the police force at the grassroots level is relatively insufficient, and the rate of people seeing the police is not high, which makes people feel insecure to some extent.
As for how to improve public security, combined with the investigation results and reality of the Ministry of Public Security, I think we should improve public security from the following aspects.
(a) to strengthen the responsibility, strengthen public security patrol, strengthen the street patrol police force, improve the mechanism, increase the intensity of investigation and mediation of contradictions and disputes. The third is to seize the key points, crack down severely, lay a solid foundation, concentrate on rectifying outstanding problems of social security, and make every effort to build a public security prevention and control system to deter criminals and let the masses truly realize that peace is around. Serious criminal crimes such as murder, kidnapping and rape should be regarded as the top priority, and efforts should be made to improve the detection rate and minimize the adverse effects caused by crimes.
(2) The image and status of judicial organs and public security personnel is an important factor affecting the level of public security. To this end, we should actively promote the reform of the judicial system, standardize judicial behavior, expand judicial openness, and further strengthen the construction of political and legal teams. Constantly enrich the police force, improve the quality, standardize law enforcement, improve the work style, and establish a good image of the political and legal departments. Improve the law enforcement and service quality of judicial organs and public security personnel. Actively promote the implementation of the Constitution and laws, ensure that all citizens are equal before the law, safeguard social fairness and justice, and safeguard the unity, dignity and authority of the socialist legal system; Continuously improve the people's satisfaction rate with judicial activities.
(three) to effectively protect the legitimate rights and interests of the floating population and strengthen the service and management of the floating population. An important reason why floating population in cities tend to form gangs according to regions and industries is that their interests are not effectively protected. Therefore, protecting the legitimate rights and interests of the floating population in our city according to law, eliminating discrimination against the floating population from the institutional and psychological levels, and effectively solving their practical difficulties are important ways to improve public security and enhance public safety.
(4) Establish a correct public opinion orientation. From the analysis of the formation channels and factors affecting public safety, we already know the special role of the media in public safety. Therefore, in daily publicity and reporting, especially in social security and criminal cases, we must grasp the correct direction of public opinion, give full play to the positive role of the media, pay attention to preventing case speculation and eliminate negative effects.
(5) Establish a criminal compensation system. For a long time, due to its own characteristics, criminal justice pays attention to national interests such as cracking down on crimes and maintaining social order, but ignores the protection of victims' rights, which often leaves victims in a helpless state after being killed, leading to a sharp decline in their sense of security. Therefore, from the perspective of improving public safety, it is necessary to establish a criminal victim compensation system.
(6) Enhance public awareness of prevention. The law of criminal interaction shows that crime is often the result of the interaction between the offender and the victim. Therefore, we should let the public know the effective ways to prevent crime through propaganda, education, warning and other effective ways, and consciously adjust their words and deeds in life to prevent being killed. In accordance with the deployment of the 17th National Congress of the Communist Party of China, we should carry out in-depth publicity and education on the legal system and constantly enhance the awareness of the rule of law in the whole society.
(seven) to carry out educational activities on the concept of socialist rule of law.
