Problems and Countermeasures in Ideological and Political Work
Abstract: Based on the analysis of the existing problems and reasons in the ideological and political work of public security frontier troops, this paper puts forward five countermeasures to strengthen and improve the ideological and political work, namely, improving ideological understanding, persisting in political construction of police; Strictly implement the system and form a joint force; Improve education mode and establish service center; Improve the quality of political cadres; Embody humanistic care and enhance the vitality of ideological and political work.

Ideological and political work is a fine tradition and political advantage of our party and army, and it is an important guarantee to enhance the cohesion of the army, improve its combat effectiveness, ensure the security and stability of the army and complete various public security and border defense tasks. Without the guarantee of ideological and political work, it is impossible for the public security frontier defense forces to safeguard the fundamental interests of the party and the people, to do all kinds of public security frontier defense work well under the new situation, to unite people's hearts, to unify the pace and to boost morale.

First, the main problems existing in the current ideological and political work of the army

(A) the political team is relatively weak

Due to some subjective and objective reasons, some political cadres lack systematic study of political work, which affects and restricts the effect of political education to some extent. Influenced by wrong ideas, some grassroots political cadres think that political work is empty and abstract, and it is difficult to achieve results. They feel that their work has no direction, they can't see the future, and they have lost enthusiasm for political work. Because I don't want to learn to discuss political work, my personal ability and quality can't adapt to real work. Therefore, in the face of officers and men, I can't tell the big truth or the small truth, and political work can't develop to a high level. In addition, judging from the situation of the public security frontier forces, there are fewer companies and more battalions, which leads to fewer political cadres in the company and cannot fundamentally form a reserve force for political cadres, which is also one of the reasons for the weak political work at the grassroots level.

(B) insufficient attention to ideological and political work

Judging from the actual situation of the current army, grass-roots troops are often too busy to take care of ideological and political work in the face of the heavy pressure of law enforcement, security and other border defense tasks, and there is a situation that "saying is important, doing is secondary, and being busy is unnecessary", and they lack an accurate grasp of the positioning of ideological and political work. As a result, the role of ideological and political work is not obvious, the deep-seated problems of officers and men have not been completely solved, and various systems of ideological and political work have not been put in place. These in turn affect the central work, and the position and role of the "lifeline" of political and ideological work cannot be reflected.

(3) The method of political education is simple and the effect is not ideal.

In ideological and political education, the teaching method is simple and the emphasis is on preaching. The monotonous and old indoctrination method of "you listen to what I say" is still regarded as the basic method of ideological and political education. The old model of "one lesson, two discussions and three summaries" is still adopted, which equates education with concentrated learning, ignoring the characteristics of young officers and men who are active in thinking, innovative and different, and attach importance to democracy, resulting in their unwillingness to listen, unwillingness to listen and lack of progress in thinking.

(D) Ideological and political work lacks toughness and synergy.

Some grassroots cadres hope that they can get immediate results as soon as they work hard, but they are unwilling to do patient and meticulous persuasion and education work ideologically and lack tenacity. In addition, regular ideological work needs everyone to do it together, and it is not enough to rely on individual grass-roots party branches to mobilize the broad masses of officers and men to participate in ideological and political work. There are few cooperation activities between the Youth League branch and the Armed Police Committee, and it is impossible to do regular ideological work by relying on the "one-legged dance" of political cadres.

Second, the main reasons for the problems in ideological and political work

(A) the phenomenon of low requirements is widespread.

Some of our political cadres don't know enough about the important position of political education and can't treat their work correctly. They lack enthusiasm, responsibility and enthusiasm in their work, have low requirements for themselves, low working standards and are too superficial and dissatisfied with political work, which all affect the development and effect of ideological and political work.

(2) The idea of quick success and instant benefit is more serious.

In order to pursue the achievements of units and individuals, a few grass-roots unit leaders put most of their energy into decorating the facade of the unit and putting it in the visible work of superior leaders, often putting aside the invisible, intangible and slow-moving work of ideological and political work and paying insufficient attention to it. Some people don't really want to dive down to do detailed work in order to cater to their superiors' tastes or to cope with their inspections, put on a show, go through formalities, go through the motions and make up notes.

(C) defects in the operating mechanism need to be improved.

At present, our ideological and political work lacks effective inspection and evaluation methods. For example, how to evaluate political work, what effect political education has achieved, and whether the political consciousness and ideological quality of officers and men have really improved, we have no way to measure and summarize these. It is precisely because there is no benign political education system that a virtuous circle cannot be formed, which leads to the low quality and efficiency of ideological and political work.

(D) There is a phenomenon of attaching importance to professional work and neglecting ideological education.

The existence of this phenomenon is related to the long-term habits of the public security border guards. The first emphasis is on public security work, followed by the military requirements of the troops. It is considered that the public security work is mainly completed and the team building is not paid enough attention. The task of frontier defense has been completed, but the ideology of officers and men can't keep up. Although a series of rules and regulations on ideological and political education in the army have been formulated and promulgated at all levels, they are far from perfect and standardized as duty and training. However, most of our current political education ignores the diversity of officers and men's ideological level, and there is a phenomenon of being divorced from reality in the setting of educational objectives and contents.
