Since 2006, the issue of climate change has suddenly heated up in international relations and become an important diplomatic issue. The issue of climate change has appeared in many important international conferences, and has become a contest between countries to compete for and safeguard national interests, and an important part of international political, economic and diplomatic struggles.
The key point is that the attitude of the United States is extremely ambiguous, pursuing "double standards" and "being lenient with others." All countries in the world are dissatisfied with this.
India has a tough attitude towards this.
In fact, developed countries should bear the main responsibility and do their best. Develope countries should not accept that same obligation as developed countries.
China actively responded, implemented the sustainable development strategy, formulated the 11th Five-Year Plan objectives, and vigorously promoted energy conservation and emission reduction. Fulfill the responsibility of being a "responsible big country". However, developed countries still demand China by double standards.

2. Energy security has become one of the major international issues.
International energy security has attracted more and more attention from policy makers in various countries. Driven by Russia, it has also become one of the three main topics of the G-8 Summit. The reason why it has become the focus of international attention has its own social background and practical reasons:
First of all, under the background of globalization, the degree of international energy interdependence is deepening. P86 penultimate paragraph.
Secondly, international energy security is listed as an important topic of the G8 Summit, which is not unrelated to Russia's own considerations. See the penultimate paragraph of textbook P86.
With the G-8 Summit, the issue of international energy security continues to heat up.
However, ensuring international energy security requires coordination between national energy dialogues and policies. Establishing a multilateral energy security system to ensure the stability of the international energy market is the fundamental way to solve the international energy security problem.
First, to ensure international energy security, we should continue to strengthen regional energy cooperation. See paragraph 3 of textbook P87.
Second, strengthen energy interaction among energy consuming countries, exporting countries and energy consuming countries, and establish a multilateral energy security system. See paragraph 4 on page 87.
Finally, international energy security also includes ecological environment protection and energy pipeline maintenance. This consideration should be strengthened.
Climate change has become the most serious environmental and development challenge we are facing. The United Nations has been playing a leading role in funding scientists for global climate change research and reducing the use of global industrial raw materials, and has also been supporting human actions to reverse the trend of climate change.
The United Nations has set up a special panel on global climate change and convened nearly a thousand scientists to demonstrate climate change and its impact on economy and social ecology from the perspective of scientific argumentation. At the same time, they also put forward suggestions, measures and actions that the international community should take. It is based on their research results that we concluded the Convention on Climate Change at the Rio Environment Conference in 1992. This convention shows that climate change is an indisputable fact. Climate change is mainly caused by human activities, and mainly by developed countries. Therefore, developed countries must play a leading role in the efforts to deal with climate change. At the same time, the convention also calls on all countries to take active measures to protect the environment and deal with climate change.
Since the 1992 meeting, various parties have held many meetings to discuss climate change issues and what measures should be taken to solve these problems. From 65438 to 0997, we concluded the Kyoto Protocol, which clarified the responsibilities that developed countries should bear in reducing greenhouse gas emissions. However, the current progress of international cooperation is not satisfactory, and the problem of climate change is becoming more and more serious.
In 2007, IPCC submitted its fourth assessment report. The report points out that climate change is an indisputable fact and is happening. People's activities, especially the use of fossil fuels, and low energy efficiency are the main reasons for climate change. Research institutions all over the world, including those in developed countries, have reached similar conclusions. In other words, on a global scale, we have reached an agreement on the seriousness of this problem.
In June 5438+February 2007, we held a historic meeting in Bali, at which we reached an understanding and adopted a new action plan to deal with global climate change. At the end of 2009, we will continue to finalize this action plan in Copenhagen, Denmark. Before the end of 2009, many meetings will be held to discuss how to deal with climate change globally, mainly in four aspects: mitigation and how to mitigate the impact of greenhouse gases; How the economies of various countries adapt to the impact of the economy; The relationship between the use of national technology and climate change; How to use financing means and financial means to deal with climate change?
In these negotiations, I personally feel very disappointed. One of the main reasons is that some countries, especially developed countries, lack the political will to reduce emissions. It can be said that the implementation of the Kyoto Protocol is very incomplete, and developed countries lack the political will to help developing countries solve the climate change problem. In fact, so far, they are taking various measures to transfer the responsibility of developed countries to developing countries. We know that climate change is mainly related to the actions of developed countries, especially the previous greenhouse gases were mainly emitted by developed countries. I don't see any willingness of developed countries or those rich countries to reach an agreement or establish global financial and technical cooperation, or even establish a global trade mechanism to deal with climate change.
I think that if we don't regard climate change as a global challenge; If developing countries don't get technical support and financial support, and don't get relevant technology and equipment, we can't cope with the challenges brought by climate change. Therefore, I hope this forum can help promote and strengthen international cooperation so that we can meet this global challenge through global efforts.
