The conception method of strategy papers and argumentative papers is the same, both of which determine opinions according to problems and materials, and then clearly divide arguments and optimize them. The difference is that the perspective of strategy paper is a countermeasure, and language expression should also be a countermeasure.

General argument: Persevere in strengthening basic research. Sub-argument: Reconstruct the basic research system; Increase sustained and stable support; Strengthen cooperation in the international field.

As far as layout is concerned, writing angle is the countermeasure. Two common forms are recommended:

1, the six paragraphs are divided into three parts: the beginning of paragraph 1, the problems/causes of paragraph 2, the countermeasures of paragraph 3-5 and the end of paragraph 6.

2. The five segments are divided into three parts: 1 segment beginning, 2-4 segments countermeasures and 5 segments ending. As far as argument is concerned, it is also based on countermeasures.
