The achievement of all results depends first on whether the understanding is in place. With the deepening of reform and the development of market economy, the social environment is becoming more and more open, the material life is becoming more and more affluent, and people's ideas and values have undergone and are undergoing fundamental changes. Some people forget to be prepared for danger in times of peace, dilute their sense of hardship and underestimate the threat of modern war. Especially after China's entry into WTO, people have some misconceptions about developing national defense education in depth. According to the survey, there are three main points: First, some cadres and the masses reflect that the end of the Cold War prevented the start of the world war, and China's relations with neighboring countries have improved, and it is peaceful and prosperous, so there is no need to make great efforts on national defense education. Some even think that joining the WTO is tantamount to buying "peace insurance" and have illusions about hegemonism, thus disarming their minds. Second, some comrades said that national defense education needs some manpower and material resources, so it is better to use the corresponding manpower and material resources to do more economic construction so that it can be seen and felt. Third, a considerable number of units and personnel believe that national defense education is a matter of the army and militia, and has little to do with the unit and itself, or even thinks that it has nothing to do with itself. In order to clarify the above vague understanding, we should strengthen the "three views" in deepening the national defense education for all.
First, the concept of coordinated development of economic construction and national defense construction. "Weak countries have no diplomacy" and "backwardness will be beaten". Building a strong national defense is the strategic task of China's modernization and a reliable guarantee for safeguarding national security and unity and building a well-off society in an all-round way. Without a solid and powerful national defense, the economic construction of the whole country cannot be carried out. Therefore, by deepening the national defense education for the whole people, we have enabled the broad masses of cadres and the masses to correctly establish the concepts of "being prepared for danger in times of peace" and "no peace without the army", and not forgetting national defense construction while developing the economy.
The second is the new concept of peaceful development. Although economic globalization has accelerated the general trend of peace and development, it has not eliminated hegemonism, the main source of war. They vigorously pursue the policy of "Westernization" and "Differentiation", and whenever there is any trouble, the reactionary forces will make a fuss. The reunification of the motherland is the general trend, but Taiwan independence elements have not given up their separatist activities. Therefore, we must be prepared for danger in times of peace and enhance our sense of urgency and prevention. To see that there is relative peace and conditional peace at present, we should seize the time to engage in economic construction. We should realize that national defense education for all in peacetime is a "killer" project. In case of war, we can gather the strength of the whole country and unite as one.
The third is the concept of "great national defense". What we mean by "national defense" refers to the overall security interests of the country, including not only the security of airspace and territorial waters, but also the security in the fields of politics, economy, diplomacy, science and technology, culture and ocean. Any violation of security in that field should be regarded as an infringement of national defense interests, and it is closely related to people's lives. Party committees, governments and people at all levels should firmly establish the concept of "great national defense" and constantly enhance their economic strength, national defense strength and national cohesion.
Second, governing education according to law and perfecting the "three mechanisms"
The Law of People's Republic of China (PRC) on National Defense Education clearly stipulates that the people and citizens of China have the right and obligation to receive national defense education. Popularizing and strengthening national defense education is the common responsibility of the whole society. National defense education targets regardless of gender, age, occupation and position, and all citizens must receive national defense education from school-age children. Through education, let all citizens understand that national security is not just a matter for soldiers, and deeply understand that caring about national defense means caring about national dignity, national security and national self-esteem. The promulgation and implementation of the national defense education law is a milestone for our country to strengthen the country according to law and an epoch-making educational historical document. To deepen the national defense education of the whole people under the new situation, we must educate according to law and improve the "three mechanisms".
The first is the responsibility mechanism. China's constitution, national defense law, military service law and militia work regulations all clearly stipulate the national defense obligations of units and citizens, and the national defense education law also clearly stipulates that popularizing and strengthening national defense education is the common responsibility of the whole society. We must be equal before the law and abide by it. At present, the national defense education of the whole people should fully enter new economic organizations and social organizations. The founders and technicians of private enterprises, management technicians employed by foreign-funded enterprises, self-employed, private entrepreneurs, employees of intermediary organizations and freelancers are all builders of the cause of socialism with Chinese characteristics. Therefore, we must receive national defense education like workers, peasants, intellectuals and cadres and fulfill our national defense obligations according to law. Relevant departments should enhance their sense of responsibility and strengthen guidance so as to integrate, coordinate and unify it with national defense education for all. Units and individuals who refuse to accept national defense education should be investigated for their legal responsibilities, so that national defense education for all people can embark on the development track of administering education according to law.
The second is the guarantee mechanism. To deepen national defense education, we must formulate local national defense education laws and regulations according to the actual situation of local economic development and people's education level, and make some quantitative and detailed provisions on the organization and leadership, infrastructure, funding guarantee, rewards and punishments of national defense education, so as to ensure the real implementation of the national defense education law.
The third is the binding mechanism. It should be linked with cadres' political achievements, and when organizing departments to inspect cadres' political achievements, it is necessary to take cadres' performance of national defense obligations or acceptance of national defense education as a content. Especially for leading cadres in charge of the National Defense Mobilization Committee, we should examine the achievements of the Party in managing the army and grasping the work of national defense education, and remove the "hat" and "seat" for those who fail.
Third, broaden channels and do a good job of "three combinations"
National defense education is an important part of national ideological and political education. At present, to deepen the national defense education of the whole people, we must broaden the channels, select the right combination points, enhance the permeability, and seek the breadth and depth in the combination and infiltration.
First, the combination of national defense education and social education system. First of all, national defense education should be incorporated into the school education system. Primary and secondary schools should carry out national defense education for young people in a planned way through "military summer camps", visits, classroom teaching, raising the national flag and singing the national anthem. In recent years, our city has closely combined national defense education with history education, education of getting rich and thinking about the source, and education of "three modernizations" (modern people, modern city and modern life), which has strengthened the national defense concept of cadres and the masses and their consciousness of taking the lead in basically realizing modernization, enriching the people and strengthening the province. Third, we should combine national defense education with cadre education. The broad masses of cadres are in an important historical period when our Party unites and leads the people of all ethnic groups to create a new situation in the cause of Socialism with Chinese characteristics. They will shoulder the historical mission of realizing the grand goal of building a well-off society in an all-round way and become the main force in building Socialism with Chinese characteristics. Combining national defense education with cadre education is to constantly cultivate cadres' national supremacy, national pride and social responsibility. In recent years, the Party School of our city has held special national defense education courses for local cadres who participated in rotation training, and continuously enhanced the national defense concept of leading cadres at all levels; Organize party and government leading cadres of enterprises and institutions to spend military days in the army, experience military life, and establish the concept of "loving our army and strengthening our Great Wall". Good educational results have been achieved.
The second is to combine national defense education with "double support" work. National defense education provides spiritual motivation for the double support work, which is an important national defense education practice. The two complement each other and influence each other. In recent years, our city regards national defense education as the basis of building and defending national defense, and also as the basis of "double support" work. With patriotism education as the main line and the creation of "double support" as the carrier, unremitting national defense education has greatly stimulated the enthusiasm of cadres and the masses for "double support", which has enabled our city to win the honor of "National Double Support Model City" for five consecutive times and the honorary title of "Double Support Model City" for six consecutive times. The extensive and in-depth development of the "double support" work has provided vivid teaching materials for national defense education and further promoted the continuous deepening of national defense education. Practice has proved that national defense education can be full of vitality only if it is closely combined with the "double support" work.
The third is to combine national defense education with major activities. Seizing the opportunity and carrying out activities is an important way to deepen national defense education. Therefore, every year during the Spring Festival, Army Day and National Day, a new upsurge of national defense education will be set off. At the same time, it is necessary to carry out national defense education in combination with major international and domestic activities. In recent years, under the unified arrangements of the central government and provinces and cities, our city has carried out a variety of national defense education activities with patriotism as the core. The education scope is wide and the effect is good, which is unmatched by other general activities and provides valuable experience for deepening national defense education.
Fourth, build pillars and "three positions"
National defense education for all is the education of national defense thoughts, knowledge and skills with patriotism as the core. Through constant ideological indoctrination and necessary training, citizens can establish a correct view of war and national security and master certain knowledge of national defense and military affairs. As a positive spiritual factor, it can be transformed into the cohesion and centripetal force of a country and a nation politically, into productive forces economically, into combat effectiveness militarily, and become the invincible spirit of a country and a nation. Therefore, national defense education must be based on a certain position, realize the regularization and diversification of national defense education, constantly expand the position and role of national defense in various educational positions, and ensure that the spiritual pillar has a firm foothold.
The first is the propaganda position of public opinion. Giving full play to the role of modern media and increasing publicity in a timely manner are the main means of national defense education. The third is the traditional education position. Martyrs' cemeteries, revolutionary sites, historical sites and various memorial halls have always been the best bases for patriotism and national spirit education for cadres and the masses. By organizing and guiding tourists to visit and admire, let history always tell the present and the future: without strong national defense, there will be no prosperity today and no happy life for today's people. At the same time, strengthen the maintenance and management of memorial buildings such as martyrs' cemeteries in the city, further green, beautify and purify the surrounding environment of memorial buildings, and provide solemn traditional education positions for cadres and the masses to receive national defense education.
