On the 25 th, the relevant person in charge of the Provincial People's Social Welfare Department made an authoritative interpretation of this series of hard-core policies and measures.

Recently, Li Zhao of Yichun Central Hospital and Li Chen of tieli city People's Hospital were appointed as chief physicians. This is the first batch of Hubei medical team members who have implemented the policy of professional title promotion and post employment in some measures to protect and care for frontline medical staff in epidemic prevention and control. At present, Yichun, Jiamusi, Jixi, Hegang and other places have handled job promotion and cash treatment for 25 frontline medical staff in Hubei.

Professional title promotion

Declare one year in advance

The standard of passing the exam has been lowered.

One is for all front-line medical staff. Can not be limited by the proportion of the post structure of the unit, one year in advance to declare to participate in the superior title evaluation or professional and technical qualification examination, under the same conditions, priority is given to recommending the declaration and evaluation, with the focus on aiding Hubei personnel, which can be directly hired and cashed.

The second is to assess outstanding first-line medical staff. Outstanding performance, medical personnel who have been commended or rewarded for meritorious service at or above the municipal level, meet the basic evaluation conditions of senior titles, can be promoted to senior titles according to regulations, and can be directly employed and paid through personnel.

"Basic evaluation conditions" mainly refers to the requirements of the current evaluation standards for professional theoretical level, work experience and ability, and contribution of performance results, which breaks the academic qualifications, qualifications, experience, professional examinations, practical assessment and continuing education. Among them, the self-evaluation direct employment unit should meet the basic promotion conditions of the unit.

The third is to relax the examination requirements for service experience. Medical staff's work experience in the front line of epidemic prevention and control is regarded as their service in grass-roots or counterpart medical institutions 1 year; It is regarded as the completion of continuing education hours in 2020 (points); Exempt from the professional examination of senior health titles in 2020, and reduce 5 points for those who take the examination in the following years, and reduce 10 points for the qualified standards of aid workers in Hubei Province; If there are requirements for the assessment of professional practice ability, it will be exempted from the assessment.

Fourth, there is no rigid requirement for papers to be submitted for review. To get rid of the tendency of focusing on papers, clinical treatment, medical records, diagnosis and treatment plans, research and development achievements of key core technologies, epidemiological reports, pathological reports, research and development of drugs and vaccines, research and development and application of reagent detection equipment products, work summary, psychotherapy and consulting cases can be used as achievements to declare and participate in the review.

In terms of post employment

All those who are not employed are paid in cash.

First, all employees who have obtained professional titles but have not yet taken up their posts will be paid. First-line medical staff in epidemic prevention and control have obtained professional titles, but they are not employed in the corresponding posts. They can be directly employed in the corresponding posts without being restricted by the post structure ratio of their units, and the posts beyond the structure ratio are gradually digested. For example, a medical staff has obtained the deputy senior title (deputy chief physician and deputy head nurse), but at present it is the position and treatment corresponding to the intermediate title (attending physician and chief head nurse), so now it can directly hire and pay the position and treatment of the deputy senior (grade 7) without the limitation of structural proportion.

Second, those who have outstanding performance can be promoted to a post level. Medical staff with outstanding performance and excellent assessment can be promoted to a post employment level (excluding secondary posts) within the post level corresponding to their professional titles, which is not limited by the post structure ratio of their units; Those who work in senior positions can take the experience of aiding Hubei as an important basis for giving priority to recommending the appointment of secondary positions. For example, the deputy senior professional title corresponds to the professional and technical level 5, 6 and 7 posts. Those who have passed the examination can be promoted from the level 7 post to the level 6 post, or from the level 6 post to the level 5 post, but this does not include the promotion of the level 3 post to the level 2 post, because the level 2 post is controlled by the whole province, and the qualification must be obtained through expert evaluation.

Who can enjoy the policy?

During the epidemic prevention and control period, according to the unified deployment of the government, the deployment of health departments or the requirements of medical and health institutions, medical and health professionals who directly participate in the front-line work of epidemic prevention and control in COVID-19 and directly contact with confirmed or suspected cases conduct consultation, screening, inspection, detection, transshipment, treatment, nursing, epidemiological investigation, medical observation, and directly conduct case specimen collection, pathogen detection, pathological examination and pathological anatomy; Participate in scientific research on epidemic prevention and control such as new detection reagents, antibody drugs, vaccines, diagnosis and treatment schemes, viral etiology and epidemiological research, engage in research and development, certification, risk assessment and monitoring of drugs (vaccines), and research and development, use and supervision of diagnostic reagents (nucleic acid detection kits) and their detection equipment products.

The relevant person in charge of the Provincial People's Social Welfare Department suggested that the promotion of professional titles and employment policies can only be enjoyed once nearby, and cannot be enjoyed repeatedly. Medical staff should choose carefully according to their own reality. At present, the Provincial People's Social Welfare Department is urging all localities to speed up the implementation of policies. The post employment policy can be implemented immediately according to the personnel management authority of public institutions, and the title promotion policy will be implemented together with the annual review to ensure that the policy is not lost.
