Basis and Function of Preparation of Bidding Documents The bidding documents should respond to the substantive requirements and conditions put forward in the bidding documents. In the tender documents, it usually includes instructions for bidding, general contract terms, special contract terms, price terms, technical specifications and accessories. When preparing the bidding documents, the bidder must prepare the bidding documents in accordance with these requirements of the bidding documents. Financial statements reflect many contradictions. Some bidders provide the tenderee with the financial status, fund balance and liabilities of the enterprise in the past two years and the financial forecast statements for the next year, instead of the audit materials issued by legal audit institutions such as accounting firms or audit firms, and the tenderee has to question the authenticity of the financial statements provided by the bidders. It can only show that there are problems in the company's operation, so these construction enterprises will not be shortlisted for bidding or winning the bid. Iii. Some suggestions: 1. The bidding documents should be compiled by professionals. The preparation of tender documents is very professional, especially for those who must have a certain professional level in the preparation of technical documents and price documents (such as budget officers with the qualification of project cost editing), it is easier to prepare tender documents. He can study the main points of the bidding documents in detail and fully understand them, collect information in a targeted manner and properly reflect the wishes of bidders. Because the first level of evaluation by the Bid Evaluation Committee is to determine the conformity of all bidders' bidding documents: check whether the bidding documents are prepared and signed in accordance with the provisions and requirements of the bidding documents; Whether the bidding documents substantially respond to the requirements of the bidding documents, that is, they should be consistent with all the terms and regulations of the bidding documents without major differences or reservations: it will have a substantial impact on the contracting scope, quality standards, construction period, pricing standards, contract conditions and rights and obligations of the project; If the bidding documents do not substantially respond to the requirements of the bidding documents or do not meet the requirements of the bidding documents, they will be confirmed as invalid. 2. The project leader shall meet the conditions and requirements specified by the tenderer. The person in charge of the project and the main technical personnel play a key role in the project construction. The person in charge of the project is the organizer of the bidding project construction, and also the representative of the winning enterprise in managing and organizing the project construction. The resumes and performance data of the project leaders and main technical personnel selected by the bidding enterprise must fully show that they have enough ability to use their own institutions and equipment to construct qualified projects within the time specified by the tenderer. 3. Strictly check and review. After the bidding documents are compiled, they should be carefully sorted out and checked.
