News reports and other contents published in newspapers shall not deviate from the purpose of running a newspaper, shall not exceed the scope of professional division of labor of this newspaper, and shall not publish contents prohibited by the state.
When the newspaper fails to meet the above requirements, 30 points or less will be deducted according to different degrees. If the quality problem is serious, the total score can be deducted by 30 points, or it can be handled according to the Interim Provisions on the Administration of Newspapers.
2 newspaper publishing quality evaluation standards (20 points).
Newspaper publishing activities must abide by the national constitution, laws and relevant regulations, and strictly implement the Interim Provisions on the Administration of Newspapers and other administrative regulations and relevant rules and regulations on newspaper management. The publication, printing, distribution, change of registered items, business and related activities of newspapers must conform to the administrative examination and approval registration procedures.
If the implementation of laws and regulations on the administration of press and publication and compliance with other laws and regulations do not meet the requirements of quality standards, 20 points will be deducted as appropriate according to different degrees, 5 points will be deducted for general violations, and 20 points will be deducted for serious violations, or according to the Interim Provisions on the Administration of Newspapers.
3 newspaper layout comprehensive quality evaluation standard (30 points).
(1) The contents contained in the newspaper must be true and accurate. Generally untrue content, deducted 5 points at a time; Important news reports and other important content is not accurate can be deducted 30 points.
(2) The selection of newspaper manuscripts requires orientation, news, timeliness, readability, elegant style and vivid articles. Can not meet the standard, as appropriate, reduce 5 points.
(3) The standard of newspaper layout capacity requires a large amount of information and rich content, and makes full use of various news genres and means. The average number of news, pictures and articles in a newspaper should be no less than 7 (except special editions and supplements), and one edition should be no less than10; Four newspapers require an average of not less than 5 articles per edition (except special issues and supplements) and not less than 7 articles per edition. At the same time, each newspaper is required to have news, comments, newsletters and pictures. Can not meet the standard, as appropriate, deduct the quality score of 5 points or less.
(4) The titles of newspaper articles should be consistent, accurate, concise and vivid. Can not meet the standard, as appropriate, reduce 5 points.
(5) the newspaper column setting requirements are reasonable, distinctive and colorful, which is in line with the purpose of running a newspaper and the scope of professional division of labor. Can not meet the standard, as appropriate, reduce 5 points.
(6) The proofreading requirements of newspaper texts are strict and accurate, with no obvious errors. The text error rate of each newspaper should not be higher than three ten thousandths. If it fails to meet the standard, the quality score of less than 5 points shall be deducted as appropriate.
(7) The quality of newspaper printing requires clear font, uniform ink color, accurate color matching, uninterrupted writing and no blurring. Can not meet the standard, as appropriate, reduce 5 points.
4. Evaluation standard of newspaper advertisement quality (10 score).
Newspapers engaged in advertising business must abide by the Advertising Law of People's Republic of China (PRC) and other relevant laws and regulations. When a newspaper publishes any form of advertisement, it shall publish it in a conspicuous form or mark the word "advertisement" in a conspicuous position in the newspaper. It is strictly forbidden to publish "paid news" and charge advertising fees in the form of news. The contents of advertisements published in newspapers must be authentic and the language must be civilized and standardized. No false advertisements shall be published, and no violation of social morality and national interests shall be allowed. Newspaper advertising design should be beautiful and healthy. Can not meet the standard, as appropriate, minus 10 points.
5 newspaper social reputation quality evaluation standard (10).
As a social media, newspapers should establish a good overall image and necessary social reputation among readers. Newspapers must meet the legitimate requirements of readers and customers, and should have good law-abiding performance and records.
The comprehensive quality standard of newspaper's social image and reputation is evaluated by means of newspaper comments, daily management and social comprehensive reflection (letters from readers and social surveys) by the administrative department of press and publication.
For those who do not meet the comprehensive standards of social reputation, the quality score below 10 shall be deducted as appropriate.
Third, the quality evaluation of newspaper distribution.
As a mass media, the circulation of newspapers should reach a level suitable for professional division of labor and readers. As an important quality standard, the periodical circulation of a newspaper does not stipulate the scoring standard, but only the minimum circulation. And adopt the method of "one vote for quality" with the lowest number of issues.
Two years after publication, all levels and types of newspapers should meet the minimum circulation standard:
(1) 65,438+10,000 copies of the newspaper of the provincial party committee; 30,000 copies of the local (city) committee organ report; County (city) Party Committee organ newspaper 10000 copies.
(2) 30,000 official and professional newspapers of the central and the State Council ministries.

"Circulation" refers to the actual subscription and retail number of newspapers, excluding the number of newspapers given away and exchanged. Newspapers that have not reached the minimum circulation are judged to be unqualified, and they should be observed within a time limit or suggested to stop publishing.
The People's Liberation Army system, foreign propaganda newspapers, newspapers in minority areas and languages, and some special professional newspapers can be appropriately relaxed when implementing this standard.
Four, the evaluation of newspaper quality management standards, by the administrative department of press and publication combined with the annual inspection of newspapers. For newspapers with quality problems, the administrative department of press and publication shall not pass the annual inspection; If the quality standard does not reach 60 points, it shall be regarded as an unqualified newspaper, which no longer meets the conditions for running a newspaper, and its publication shall be suspended and its registration revoked.
Five, the evaluation of newspaper quality management standards, the central unit of the newspaper by the press and publication administration and the provincial press and publication bureau according to the annual number of newspapers in proportion to the sampling evaluation; Local unit newspapers are sampled and evaluated by the provincial press and publication bureau where the newspaper is located according to the number of newspapers in the year.
