Is it reasonable for the Ministry of Science and Technology to clarify that the number of papers cannot be linked to the award?
The Ministry of Science and Technology has made it clear that the number of papers can't be linked to awards, perhaps because it doesn't want to create a bad atmosphere in scientific research, such as buying papers for awards or obtaining papers through other bad channels. It may be true, and the starting point is good, but I think it is unreasonable. I mainly analyze it from the following aspects:

Only when there are rewards can there be motivation. Only when the number of papers is linked to the reward, scholars will lose their liver. In fact, there are very few people who really write papers for the purpose of research and advice for the country. Based on this, they are all big bosses. More college teachers and graduate students are writing papers for the naked eye, or for professional titles or for graduation. So if the number of papers is not linked to the award, then many people may be too lazy to write papers.

② Labor should be rewarded. Is distribution according to work unreasonable? Everything that has spent time and energy in the world should be rewarded, and so should the paper. It takes a lot of effort to write a thesis, and there is a risk of baldness. Why can't such a laborious thing be rewarded? A person wrote many papers and didn't get any awards. In your eyes, will you still write many papers? There is no big probability, because the pay is not proportional to the return. Therefore, if the number of papers is not rewarded, the number of papers may be greatly reduced.

Sometimes, we shouldn't think too much of people. Not everyone can insist on writing a paper without asking for anything in return. It's hard to keep working without reward, and writing papers is such a boring job. Although the Ministry of Science and Technology wants scholars to concentrate on writing papers and not engage in crooked ways for the sake of rewards, this practice will certainly cause a more serious problem: the reduction of the number of papers.
