Significance of waste classification _ Significance of rural domestic waste classification and operational guarantee measures
With the development of society and the improvement of rural living standards, the output and types of rural domestic garbage are increasing day by day. Most of these domestic wastes are not classified and discharged and discarded at will. Garbage dumps, large and small, float in the water, or pile up on rivers, ponds and roads, or even around the residence, which not only seriously affects the ecological environment and traffic in rural areas, but also poses a serious threat to people's health, and is also a chronic disease that restricts rural economic development and the construction of a new socialist countryside.

First, why should rural domestic waste be classified?

1. There is a large amount of domestic garbage in rural areas, which is difficult to treat.

The composition of rural domestic waste is influenced by farmers' living standards, energy structure and seasonal changes. Relevant surveys show that the average amount of domestic waste per person per day in rural areas is 0.8kg, and the amount of domestic waste in rural areas in China is close to 300 million t a year. If landfill or incineration is directly used without classification, the required supporting facilities and collection, transportation and treatment costs will be difficult to meet. According to investigation and statistics, after reasonable classification, the garbage that really needs to be treated is less than 10% of the output. After sorting, it not only effectively reduces the amount of garbage, greatly reduces the treatment cost, but also reduces the pollution caused by burning garbage and the land occupied by landfill. At the same time, a large part of recyclable garbage can be reused as raw materials.

2. The countryside itself has a strong advantage in digesting domestic garbage.

Rural areas have the advantages of relatively sparse population and large space. Through measures such as composting, biogas engineering and raising livestock and poultry, 80% of domestic waste can be accommodated and digested, and the resource utilization of domestic waste can be realized. The rest can be treated by household classification, village collection, town concentration and county, and treated together with urban garbage.

Second, how to classify rural domestic waste

In order to further promote the classified collection and resource utilization of rural domestic waste, and make the classification of rural domestic waste standardized, orderly collected and beneficial to treatment, all relevant departments and staff should strengthen the research on reasonable and convenient classification of rural domestic waste and formulate scientific classification methods or standardized measures. According to the current classification habits of rural domestic waste and the Classification and Evaluation Standard of Urban Domestic Waste, rural domestic waste is classified as follows:

1, recyclable category:

Waste paper series: newspapers, book paper, wrapping paper, office paper, etc. , can produce pulp.

Plastic series: all kinds of plastic bags, toothbrushes, cups, beverage bottles, mineral water bottles, shampoo bottles, toothpaste bags, disposable plastic lunch boxes, etc.

Metal series: iron sheet, canned food, cans, etc.

Glass series: wine bottles, pesticide bottles, glass bottles, glass sheets, mirrors, cans, beer bottles, ink bottles and other glass products.

Fiber series: all kinds of fiber bags, paper cans, adhesive tapes and packaging bags.

Rubber series: leather shoes, rubber shoes, cotton soles and other rubber shoes and bicycles, motorcycles, automobile tires, etc.

2, compostable class

Compost: including vegetable leaves, coal ash, melon and fruit peel and dusting.

Incineration: small pieces of paper, dried fruit shells, cigarette butts, cigarette cases, disposable chopsticks and other wood products with no recycling value. After burning, the ashes will enter the composting pool.

Feeding category: leftovers, food residues, animal offal.

Into the pool: smelly viscera and animal carcasses of chickens, ducks, fish and other animals (larger animal carcasses can be cut off and stuffed into the feed inlet of the biogas digester).

3. Hazardous wastes

Waste electronic products, waste batteries, waste paint, waste light bulbs, waste chemicals and expired drugs.

4. Other garbage

No recycling value series: broken porcelain, etc.

Material series: discarded clothes, towels, schoolbags, cloth shoes, etc.

Third, how to ensure the orderly classification of rural domestic waste?

1. Strengthen publicity and training for residents.

Government departments will take the lead in compiling and printing special publicity materials and posters for waste sorting, and vigorously carry out publicity and education in rural areas and primary and secondary schools. Use road signs, large outdoor advertisements, TV public service advertisements, etc. Widely publicized in rural areas. At the same time, various meetings were held in various towns, such as township cadres' meeting, village three-post cadres' meeting, general party membership meeting meeting and members' meeting, to widely publicize the centralized collection and treatment of rural garbage and let the people know the benefits of garbage sorting. Know scientific classification.

2. Strengthen the construction of facilities.

Will be equipped with garbage bins printed with garbage classification signs to households, establish a garbage classification throwing pool, and equip with garbage removal vehicles to remove garbage that cannot be recycled or composted in time. Ensure that the rural environment is clean and tidy.

3, personnel safety

Competing for garbage sorting and cleaning personnel, appointing cadres to be responsible for supervision, and fully ensuring the smooth progress of rural domestic garbage sorting.

4. Policy and financial guarantee

In order to strengthen supervision and ensure the actual effect, the classified collection and treatment of domestic waste is regarded as an important part of evaluating the work performance of leading bodies and leading cadres, and it is included in the annual work target responsibility system for assessment. Formulate relevant supervision and management regulations, so that staff in all links have clear responsibilities and rights and supervise each other; The garbage disposal funds are sufficient and the sources are stable, or the farmers' wishes are solicited to collect the garbage disposal fees reasonably. According to the advantages and disadvantages of farmers' classification work, a clear reward and punishment system is formulated.

In some areas where domestic garbage is classified and treated, through the joint efforts of grassroots cadres and villagers, the garbage treatment work has achieved remarkable results, the rural living environment has been significantly improved, people's lives are more comfortable, and the countryside is more beautiful.
