Reason one: there is no death penalty.

In Cambodia, where the crime rate is extremely high, the maximum penalty is only life imprisonment, not "one size fits all" death penalty, which makes many people dissatisfied. Earlier, when Prime Minister Hun Sen visited sexually abused children, he immediately decided to amend the Constitution and establish the death penalty. However, after only thinking for one day, he changed his mind and said that Cambodia has not had the death penalty since ancient times, and once it is misjudged, life will be irreparable.
Therefore, the punishment in Cambodia is almost measured by the length of imprisonment. In some existing cases, whether it is drug smuggling, terrorist attacks or malicious killings, Cambodia has been sentenced to more than 10 years in prison, in addition to monetary compensation, and the maximum penalty is only life imprisonment.
Reason two: the cost of crime is low.
Cambodia's local prisons have poor facilities and insufficient capacity.
