Since 2008, I have reflected this problem to all relevant departments from the central government to the local government, and sent nearly 30 registered letters (see Annex III for details), mainly in the hope that Fudan University or relevant departments will urge Fudan University to eliminate the interference of hidden rules of all parties, and revoke He Ying's postdoctoral qualification and withdraw his postdoctoral qualification certificate on the basis of verification and recognition. The Personnel Department of Fudan University wrote back to me on May 7, 2009, saying that "the verification work has been initially completed, and we have handed over the written materials verified by experts to the relevant departments of the school, waiting for opinions". But so far, one and a half years have passed, and I have not received any decision from Fudan University on this matter, and no one has exchanged views with me on the evidence. "Zero tolerance" or "zero action"?

What needs to be explained again is that according to the reported evidence and the contents of He Ying's post-doctoral report, it is not difficult to see that during her two years in Fudan University's post-doctoral mobile station, she did not do any post-doctoral research except cheating.

In the process of promoting He Ying as Vice President of shanghai finance university and conferring various political and academic honorary titles on He Ying, relevant departments have done a lot of work. Now there is evidence that He Ying is suspected of academic corruption, and I hope these departments can do some work. It is hoped that the relevant departments at higher levels will coordinate with the relevant departments of Fudan University to help them eliminate the interference of hidden rules of all parties. On the basis of verification, he ying's postdoctoral qualification was revoked and his postdoctoral qualification certificate was withdrawn; At the same time, coordinate the relevant departments of East China Normal University to verify the alleged plagiarism of He Ying's doctoral thesis according to the evidence.
