The Youth Horse Program is a program initiated by China Municipal Government in 1997, which aims to encourage and support outstanding college students to work at the grassroots level and make contributions to the economic development and social progress of China. The full name of Qingma Project is "College Students' Volunteer Service Plan for the West", which is known as "Western Plan for the New Era". The plan mainly supports college students to volunteer in rural areas, urban communities, enterprises and institutions in the western region, aiming at cultivating college students' sense of social responsibility, innovative ability and practical ability, and also providing human resources support for the development of the western region.
