"Headquarters economy" refers to an economic form that a certain region attracts enterprises to gather their headquarters in this region because of its unique resource advantages, and places their manufacturing bases in other regions with comparative advantages, so as to realize the optimal spatial coupling of enterprise value chain and regional resources, and then have an important impact on the economic development of this region.
According to the mode of headquarters economy, enterprises make spatial layout, with headquarters in developed central cities and production and processing bases in underdeveloped areas, so that enterprises can obtain strategic resources in central cities and conventional resources in underdeveloped areas at a lower cost, and realize centralized allocation of superior resources in two different areas within the same enterprise, which can not only reduce the comprehensive cost of enterprise resource allocation, but also fully release intensive talents. The information and technology resources in the central cities where the headquarters are located, and at the same time make the processing bases in underdeveloped areas less efficient.
The sustainable development of environment and economy means that economic development cannot be at the expense of damaging the environment. Sustainable development requires that the development of one country or region should not affect the development of other countries or regions. Sustainability means maintaining the natural resource base of human well-being and making the ecological environment develop in harmony with economy and society.
