According to the relevant provisions of the National Regulations on the Trial Implementation of Accounting Professional Positions, the Notice of the Ministry of Personnel and the Ministry of Finance on Relevant Issues Concerning the Qualification Assessment of Senior Accountants in 2007 (Guo Ren Ting Fa [2007] No.50) and the qualification assessment of professional and technical positions in our province, combined with the actual work of professional titles of accounting professionals in our province, the work arrangements for the qualification assessment of senior professional and technical positions in our province in 2007 are as follows:
I. Organization and management
In 2007, the qualification evaluation of senior accountants in the province was organized and implemented by the Provincial Department of Finance under the unified management and guidance of the Provincial Personnel Department. The qualification evaluation of senior accountants is based on the combination of examination and evaluation. That is, those who apply for promotion to the qualification of senior accountant must meet the evaluation conditions before they can sign up for the national unified examination. After the approval, you can apply for materials to participate in the review. The evaluation work is still carried out according to the existing methods in our province.
According to Guo Fa [2007] No.50 document, those who apply for the senior accountant qualification examination of the central unit must sign up for the senior accountant qualification examination in accordance with the principle of localization.
Second, the scope of evaluation
On-the-job personnel who are engaged in accounting professional and technical work in various units in the province and meet the evaluation conditions.
The personnel of public institutions and those who apply for two or more series (professional) qualifications for separate evaluation and employment shall not exceed the highest professional and technical post level allowed by the unit.
The following personnel are not within the scope of application and review:
(1) The staff of state-owned enterprises and institutions who reached the statutory retirement age before July 3, 2007, failed to go through the retirement formalities, extended their retirement without the approval of the prescribed department, or the approved extension of retirement period has expired;
② Personnel in various non-public economic organizations who have not signed formal and effective employment contracts with their units;
(three) informal staff of state-owned enterprises and institutions who fail to perform the employment procedures according to the relevant provisions.
Third, the evaluation conditions
(A) the normal promotion assessment conditions
1. Accounting professionals must abide by the Constitution of People's Republic of China (PRC), be familiar with and abide by national financial laws, regulations and systems, adhere to principles, and have good professional ethics and professionalism. The applicant and his unit have not violated financial regulations in recent years.
2. Systematically master accounting theory and related professional knowledge, basically understand the latest development of accounting theory research at home and abroad, be familiar with accounting and related laws and regulations, have a high policy level and rich accounting work experience, be able to undertake accounting and financial management in a region, a department, a system or a large and medium-sized enterprise and institution, play an important role in strengthening internal economic accounting, improving internal economic control and improving the economic efficiency of the unit, and can guide other intermediate accounting personnel to work and study.
3. Education and qualifications
(1) After obtaining a doctorate, graduate students must have been engaged in accounting for 2 years;
(2) Having obtained a bachelor's degree or above before taking office and having been engaged in accounting work for 5 years; During his tenure as an accountant, he has obtained a bachelor's degree or above in this major or similar major (less than 5 years so far), and he must hold an accounting position for 7 years.
About academic recognition. All of them are based on the original graduation diploma that I held at the time of application and was approved by the national education administrative department and the State Council Academic Degrees Committee, which is the same as or similar to my accounting major. Any other documents or certificates can not be used as the corresponding academic basis.
The adult education obtained in recent years must be the same as my major in accounting, otherwise it cannot be used as an effective qualification for the qualification examination of the corresponding post. If you have a similar degree in accounting, you must have obtained the degree for 3 years before you can be treated as a valid degree in the corresponding qualification assessment.
National civil servants (including those who refer to the management of national civil servants) participate in the evaluation of senior accountant qualification, and their accountant service time should meet the registration conditions of the unified national accounting qualification examination, and they have passed the examination or obtained the accountant qualification before June 3. 1992. Other conditions are the same as those of various enterprises and institutions.
4. Foreign language conditions. Since assuming the accounting position, he has obtained the certificate of Grade B or above in the National Professional Title Foreign Language Examination; In 2006, he obtained the provincial make-up exam certificate. In line with the provincial personnel department [2007 >; No.45 document provides for exemption from the test, and relevant valid certificates shall be provided.
5. Computer application ability requirements. Must have four modules of the national professional and technical personnel computer application ability examination certificate.
According to the Provincial Personnel Department [2005]; 1 18 stipulates that the following persons may temporarily not take or be exempted from the computer application ability examination:
(a) professional and technical personnel of enterprises and institutions affiliated to state-level poverty-stricken counties that are not qualified for the time being;
(2) Professional and technical personnel over 50 years old;
3. Postgraduates with doctoral degrees;
(4) senior professional and technical personnel introduced from outside the province and overseas students introduced from abroad in the past three years.
6. Assessment requirements. All units must conduct annual and due assessments for professional and technical personnel. Normal promotion, since the current position from the annual assessment and expiration of the assessment. For those who have been promoted beyond the norm, the annual assessment results from taking office to the expiration of their term of office are all competent or above, and at least one annual assessment result in the past three years is excellent.
7. Requirements for works and papers. During my tenure as an accountant, high-level books and papers published in public and consistent with my actual occupation meet one of the following conditions:
(1) This professional academic work has been officially ISBN by the state and has been published by a regular publishing house. I have written no less than 20,000 words.
(2) In the theoretical pages of professional academic journals (CN) or comprehensive newspapers at or above the provincial level, publicly publish more than 3 accounting academic papers of independent or first authors, each with more than 2,000 words.
(b) Special promotion evaluation conditions
For those who don't have a bachelor's degree or are dissatisfied with their current years of service, and their performance and contribution are particularly outstanding, they can make an exception to declare and evaluate, but they can't make a double exception in their academic qualifications and years of service. Those who are promoted without exception are only allowed to serve two years earlier than the prescribed time for normal promotion. Those who have a junior college degree and break the academic record for promotion must have 20 years of professional service.
1. Basic conditions. Must meet the requirements of normal promotion evaluation conditions 1-6, except academic qualifications and qualifications.
2. Specific quantitative conditions
(1) The score of the advanced accounting practice examination has reached the national qualification standard.
(2) During his tenure as an accountant, he has publicly published and published books and papers with a high level that are in line with his actual occupation, which meet one of the following conditions:
(1) has a formal national uniform book number (ISBN), published by a formal publishing house, and I have written no less than 50,000 words;
(2) Publicly publish more than 4 accounting academic papers (including at least 1 national papers) in the theoretical pages of professional academic journals (CN) or comprehensive newspapers at or above the provincial level, each with more than 2,000 words.
(3) During his tenure as an accountant, his work performance must meet the following two conditions:
(1) outstanding achievements in their own work, was awarded the "model worker" by the relevant departments of the state, province and city; Won the title of "senior accountant" awarded by the Ministry, provincial and municipal finance departments.
(2) to participate in the accounting professional competition activities to obtain the top ten in the country, the top six at the provincial level, the top three at the municipal level or the top three in the province's industry system.
(3) Being the head of accounting department in a large enterprise or being the chief accountant in a medium-sized enterprise for more than 3 years, with outstanding performance (the original letter of appointment must be attached).
Fourth, the examination methods and requirements
Examination method
1. National unified examination subjects, examination syllabus, examination questions, examination time and eligibility criteria.
2. The examination subject is Advanced Accounting Practice, and the examination time is 2 10 minutes. It mainly examines candidates' ability to analyze, judge and deal with accounting business and their comprehensive ability to solve practical problems in accounting work by using relevant theoretical knowledge, policies and regulations such as accounting, finance and taxation.
The test center is located in Taiyuan. The examination date is 8: 30 am-12: 00 am on Sunday, September 2, 2007.
4. Those who take the exam and meet the national qualification standards will be awarded the certificate of senior accountant qualification examination by the National Accounting Examination Office, which is valid for 3 years nationwide.
5. The Provincial Personnel Department and the Provincial Department of Finance will, according to the actual situation of our province's senior accountant qualification examination, determine the effective use standard of our province in the current year within the scope of the use standard determined by the National Accounting Examination Office, which is only effective in this year's review.
(2) Registration time and requirements
1. Applicants must fill in the Registration Form for Senior Accountant Qualification Examination (see attached table 1). Print and fill in A4 paper, which shall be reviewed and signed by the personnel department of the unit and the personnel department of the Municipal Personnel Bureau or the provincial competent department.
2. I went through the registration formalities in the lobby on the first floor of the Provincial Department of Finance from June 25th to July 3rd, 2007 with my academic certificate, ID card, accounting qualification certificate, and the original and copy of the accounting qualification certificate.
The above requirements also apply to the accounting personnel of the central units in Shanxi.
(3) announcement and inquiry of examination results
After the examination results are audited by the National Accounting Examination Office, the Provincial Senior Accountant Review Committee will publish the list of qualified personnel, and can also inquire through Accounting Star.

1. The recommendation, application and evaluation procedures shall be implemented in accordance with the Trial Measures for Qualification Evaluation of Professional and Technical Positions in Shanxi Province (Ren Jin Tongzhizi [200 1] No.45) issued by the Provincial Personnel Department, and the Description of Several Issues in Qualification Evaluation of Professional and Technical Positions in Shanxi Province (Ren Jin Zhi Zi Fa [2006] No.29). The applicant's length of service and professional length of service are actually calculated to 65438+February 3, 20071.
2. The contents of the application materials
(1) Letter of recommendation issued by the Municipal Personnel Bureau and the provincial competent department.
(2) Applicants of various non-public economic organizations shall submit employment agreements.
(3) Five originals (unbound) of the Qualification Evaluation Form for Professional and Technical Positions.
(4) The original annual appraisal form for professional and technical personnel in recent five or seven years and the due appraisal form (unbound).
(5) the publicity certificate of the applicant's qualification.
(6) Copy of defense thesis and summary of professional and technical work (not bound)
Once the rest of the application materials (see table 2). Copies of the contents listed in the catalogue shall be bound with A4 paper, and the catalogue shall be compiled and marked with page numbers.
3. Institutions and state-owned enterprises that have been approved to extend their retirement, re-employed, employed people whose personnel files and administrative relations are not officially managed by their own units, and personnel in various non-public economic organizations should provide corresponding valid approval documents or formal and effective employment (re-employment) agreements when applying for review.
4. All participating personnel must participate in the unified defense organized by the qualification evaluation committee for professional and technical positions of senior accountants in that year. The specific requirements of the defense shall be implemented in accordance with the Detailed Rules for the Defense of Qualification Evaluation of Senior Professional and Technical Positions in Shanxi Province (No.30 [2006] of Zhi Zi, Ren Jin), and the last elimination system shall be implemented.
5. About the paper requirements. In order to prevent individual applicants from piecing together the evaluation conditions of professional titles and suddenly publishing articles with poor quality and no academic value, within the number of articles specified in the evaluation conditions, only one of the following articles is counted: ① Articles published in academic journals of the same period and period. (2) articles published in various academic supplements that year. (3) declare the non-topic research articles published in that year (articles without specific scientific research and technical projects). (4) If the same article is published or reprinted for many times, it will be treated as the highest publication. Within the number of articles specified in the review conditions, the following articles cannot be counted and can only be used as reference when reviewing: ① Co-publishing articles that are not ranked first. (2) Articles published in journals without a unified domestic serial number. ③ Articles collected in comprehensive (encyclopedia) journals. (4) Articles that have only been exchanged at various professional conferences or selected in various papers, but have not been published. ⑤ Articles whose professional scope, grade, article length and content do not meet the requirements.
6. According to document No.30 [2006] of the Provincial Personnel Department, applicants for senior accountants must provide their defense thesis (1) and a summary of their professional and technical work during their tenure as accountants or in the past five years. The defense thesis must be a professional paper published independently in this professional academic journal or as the first author during my accounting career. Applicants should print personal information, papers, work summaries and other related contents on A3-type paper using the unified Printing Paper for Defense Papers of Advanced Vocational Qualification Evaluation in Shanxi Province and the Printing Paper for Summary of Professional and Technical Work of Advanced Vocational Qualification Evaluation in Shanxi Province. Among them, personal information is printed in the sealed line of relevant printing paper, and the contents related to personal information in defense papers and professional and technical work summaries are expressed by "myself, the unit, the department and the city (county)".
7. The specific time for submitting the application materials will be notified separately.
8. Matters not covered in the Arrangement Opinions shall be implemented in accordance with the Notice of the Shanxi Provincial Personnel Department on Doing a Good Job in the Evaluation of Senior Professional and Technical Positions in the Province (Zhi Zi [2007] No.53, Ren Jin).
