A city is a famous tourist city in China, but for a long time, the heating in its central area mainly depends on scattered small boiler rooms and household small coal stoves, which not only leads to poor heating quality, but also causes the air pollution index to continuously exceed the national first-class standard in heating season, which directly harms the health of urban residents and affects the creation of urban social development environment. Therefore, the implementation of this project is imperative. Feasibility analysis comprehensively expounds the necessity of the project construction, reasonably calculates and predicts the heat demand, objectively analyzes the construction and production conditions, carefully compares and selects the engineering technical scheme, reasonably sets up the organization personnel, makes feasible arrangements for the project progress, and makes detailed calculations on the daily investment. On this basis, the financial analysis and social benefit analysis of the project are emphasized. Through analysis, it is concluded that the project has obvious social benefits and good financial benefits, and its implementation is necessary and feasible. The project has strong solvency and good capital preservation ability. However, the project is sensitive to changes in income, operating costs, investment and other factors. Therefore, it is necessary to effectively control the investment scale, strengthen operation regulation, and take technical and management measures to improve the heating charge rate during construction and operation. The paper also puts forward two problems that need to be properly solved: the negative impact of the project on employment and the difficulty for some residents to pay fees. According to the analysis, the unemployment problem should be solved by strengthening the technical training of existing employees and creating new employment opportunities.
