2. All kinds of construction ships (including traffic ships and transport ships that cooperate with construction operations) must meet safety requirements, hold all kinds of valid certificates at the same time, and be equipped with all kinds of qualified crew members according to regulations. Ship machinery, communication, fire fighting, lifesaving, pollution prevention and other equipment must be safe and effective, and pass the safety inspection of the local maritime safety administration.
3. The construction ship shall keep smooth communication with the dispatching room day and night, and display effective navigation, berthing and operation signals according to regulations.
4. Before construction, you should apply to the local maritime bureau for an above-water and underwater construction permit. Special lifeboats should be set up for water construction, and special personnel should be on duty. Life-saving equipment such as lifebuoys and life jackets should be equipped at each construction operation point.
5. Strictly implement the safety operation rules of ship machinery and equipment, and timely repair and maintain the equipment to ensure safe operation. Major accidents such as machine damage must be reported to the project department immediately.

Strictly implement the Regulations on the Safety Management of Underwater Construction and Navigation and the Regulations on the Safety Management of Water Shipping, and operate carefully to ensure safety. Water traffic and pollution accidents should be reported to the project department immediately.
9. All ships must be equipped with enough life-saving equipment such as lifebuoys and life jackets according to regulations, and life jackets must be worn when working on deck. Safety nets should be hung on the personnel passage, the springboard should be fixed, and railings and safety nets that meet the standards should be installed around the water working platform. 10, earnestly implement the safety alert protection measures for the construction platform facilities, bridge piles and underwater pipelines in the construction operation area, and do not expand the scope of the safe operation area (construction waters) for water construction without authorization to ensure the safety of people, ships and things in the operation area.

Two. Provisions on ship safety management

(2) Regulations on the Safety Management of Traffic Vessels
1. Traffic vessels must hold valid certificates (airworthiness certificates) and safety certificates that meet the requirements of Class III navigation areas, and the captain, chief engineer, driver and operator should hold valid certificates of competency.
2. Traffic boats must be equipped with sufficient life-saving equipment such as life jackets, lifebuoys and life rafts, as well as adequate fire fighting equipment, oil pollution equipment and oil-sewage separators.
3. Ships shall be equipped with VHF telephones and maps of water areas for water operations.
4. The ship shall be equipped with a safe emergency passage, and the schematic diagram of the safe passage shall be posted on the wall.
5. Sail according to the navigation route, stop site and time specified in the dispatching room, and stop at a fixed point.
6. The ship shall transport employees to and from work according to the approved manned quantity, and shall not be overloaded; If the number of nuclear carriers exceeds, the captain has the right to refuse to sail.
7. It is strictly forbidden to ship and carry inflammable, explosive, toxic and harmful dangerous goods on traffic boats. If the work is urgent, the carrier should contact the captain in advance and handle it properly. It is forbidden to mix people and goods.
8. The personnel on board who take up and take down the cable must wear life jackets, stand in a proper position, fasten the cable after the ship is in place and stable, set up a springboard, and do a good job in protecting the personnel getting on and off the ship to prevent accidents.
9. Employees who take the traffic boat must consciously abide by the regulations of taking the boat, obey the unified command of the crew, go up and down in turn after the ship is firmly anchored, and must not jump off the boat after grabbing or the ship is not firmly anchored, and must not stand and ride at the bow, stern or boathouse; It is forbidden to drink and ferry or board the ship.
10. Non-drivers are forbidden to enter the bridge, and it is forbidden to tamper with all life-saving and fire-fighting facilities on board at will; Unauthorized operation by non-drivers is prohibited.

(3) Regulations on the Safe Use of Construction Ships

Third, the water construction safety measures
1.
