First of all, building a harmonious socialist society is the need for us to meet the challenges and risks of the international environment, and it is also the need to adapt to the development trend of world civilization today.
On the one hand, the international situation continues to be in profound and complex changes, the trend of economic globalization continues to develop in depth, science and technology progress is changing with each passing day, the flow of production factors and industrial transfer are accelerating, and the process of regional economic integration is accelerating, which has brought rare opportunities and favorable conditions to China. At the same time, however, we also see that the uncertainties affecting peace and development are increasing, the pressure of the developed countries to dominate the economic and scientific fields will persist for a long time, the imbalance of world economic development will intensify, the competition around resources, markets, technology and talents will become more intense, and trade protectionism will show new manifestations. Therefore, we must do a good job in domestic affairs and always safeguard national unity, national unity and social stability and harmony. Second, building a harmonious socialist society is an inevitable requirement of China's economic and social development.

The theory of socialist social construction is an important part of Marxist theory. When Marx and Engels criticized and inherited the ideological achievements of utopian socialism, they clearly pointed out that "advocating social harmony" is "their positive proposition about the future society" Marx founded the theory of historical materialism and surplus value, and realized the historic leap of socialism from nothing to something. According to this idea, the decision of the Fourth Plenary Session of the Sixteenth CPC Central Committee creatively put forward the proposition of building a harmonious socialist society, and regarded improving the ability of building a harmonious socialist society as one of the main tasks of our party to strengthen the construction of its ruling ability.
