Hubei Institute of Water Resources and Hydropower Technology was founded in 1952. In 2002, with the approval of Hubei Provincial People's Government, a general higher vocational college was established, headed by Hubei Provincial Department of Water Resources and managed by Hubei Provincial Department of Education. It is an ordinary higher vocational college that mainly trains professionals related to water conservancy and hydropower.

The college is located in Wuhan, Hubei Province, which is the thoroughfare of nine provinces. The two campuses are located in Nanhu Lake and Tangxun Lake with beautiful scenery, with a total area of more than 640 mu and a construction area of more than 420,000 square meters.
