1, research basis and significance

1. 1 basis of topic selection

As an enterprise that stores and sells oil products, oil depot shoulders more and more heavy supply tasks. Oil depot construction projects are characterized by high temperature and high pressure, flammability, explosion and poisoning, and the standards and requirements of engineering quality management are strict. At present, there are many problems in the quality management of oil depot construction projects. The phenomenon that the owners are not directly involved in the management is quite common. Because of the interest disputes between the participants, the quality target management is out of control, which has a negative impact on the project quality. These problems put forward new requirements and challenges to the construction quality management of oil depot construction projects. Therefore, it is very important to explore the construction quality management of oil depot construction project, both for the oil depot construction project itself and for the operation after the project is completed. Swn oil depot is the largest refined oil depot in Sichuan Province, and it belongs to China Petroleum Sichuan Sales and Storage Branch. It is the first-class distributed refined oil depot with the highest degree of automation. As a key construction project in Sichuan Province, swn oil depot construction project has been restricted by many factors since its establishment. Swn oil depot construction project is large in scale, lasting 10 months, with shorter construction period and stricter quality requirements than other oil depot construction projects. The profit margins of China refined oil enterprises are constantly being squeezed, especially the domestic refined oil pricing mechanism is not perfect, and the capacity and production capacity of refined oil depots are facing severe challenges.

Based on the attributes and characteristics of oil depot construction projects, it is an inevitable choice to coordinate a series of quality management elements such as "human, machine, law, material and environment" at the stage to improve the management level and technical content of oil depot construction companies.

1.3 research purpose

Through the description of project background, project construction planning, project quality management organization and other related projects, the construction quality management environment of swn oil depot construction project is defined. In the information age of 1990s, with the rapid development of high technology, project management began to change from the product of manufacturing economy to a new project management system that can adapt to the changes in the information age. In modern project management, quality control management, like design management, contract procurement management and construction management, has started and will surely develop into a highly independent specialty, playing an increasingly important role.

At present, there are many researches on project quality management. Scholars and enterprise employees have conducted a series of studies on project quality management, control and optimization from different angles. This paper analyzes the concept, characteristics and influencing factors of construction quality management and control of engineering projects, and holds that the quality control of engineering projects must focus on the quality of work, process and intermediate products. Some scholars have discussed the characteristics, principles and key points of quality management of construction projects, and analyzed and studied the construction quality management of construction projects with specific projects as examples. The relationship between construction scheme and engineering construction quality is also studied and discussed. It is considered that the correct and reasonable scheme is the premise, guidance and guarantee of construction quality, and the construction quality of the project can be improved by perfecting the construction scheme.

For example, through understanding the construction market in Changqing, Wu Qiang made an in-depth analysis of various problems in the engineering management of Changqing oil and gas construction project, and put forward the optimization scheme of the engineering quality management of Changqing oil and gas construction project from the aspects of bidding, construction market management, contract management and project management target control. From the management point of view, this paper analyzes the management confusion, engineering quality defects and slow progress of Dalian oil depot project of Hong Kong listed company Bo Group, and studies the solution and optimization of Dalian oil depot project management based on the idea that the quality of engineering entities is made and managed.

2, oil depot construction project quality management

Generally speaking, the general quality management models of oil depot construction projects at home and abroad can be basically divided into three categories: one is the owner's self-management model, which is mainly suitable for the project manager to set up a project organization after the completion of the construction project planning or after the early ideal, and the organization will manage and implement the project construction. Owner's self-management mode mainly includes three organizational forms: owner+quality supervision+supervision +EPC general contract, owner+quality supervision+supervision+design -+PC contract, owner+quality supervision+supervision+design+procurement+construction. The second is the joint project management team mode, which is called IPMT mode for short. Project managers are mainly selected by the construction unit through different channels, and these project managers form the Joint Project Managers Group (IPMT). At the same time, the construction unit is authorized to plan and ideal the project. There are three main organizational forms of project management department: IPMT+ quality supervision+supervision +EPC general contracting, IPMT+ quality supervision+design +PC contracting, IPMT+ quality supervision+supervision+design+procurement+construction. The third is the project management contract mode, referred to as PMC mode. It means that after the construction unit completes the project planning and project establishment, the construction unit hires management contractors from outside and authorizes the construction unit to authorize business selection and construction. At the same time, under the coordination of the construction unit, do a good job in land acquisition and environmental assessment procedures of the project.
