Problems and Suggestions on the Cultivation of E-government Talents
E-government training is one of the basic tasks to ensure the smooth progress and success of e-government. E-government training is actively carried out all over the country, but there are still some problems in e-government training at present. This paper puts forward some views to discuss with you.
The premise of e-government construction and implementation is e-government training, and effective and timely e-government training is one of the basic tasks to ensure the smooth progress and success of e-government.
First of all, we should pay attention to the system construction of e-government training.
Because e-government is a new thing involving many disciplines in the information society, some local education and training institutions, such as party schools and administrative colleges at all levels, do not have specialized e-government research and training institutions, but rely on existing departments, such as management teaching and research departments and computer teaching and research departments. Due to the absence or inadequacy of institutions, it is impossible for specialized personnel to study and plan the overall planning and specific implementation rules of e-government training, which restricts and affects e-government training to some extent; Due to the limitation of the responsibilities and terms of reference of the existing teaching and research departments, the teaching staff lack close contact and direct contact with the local government information departments, and the teaching units lack effective and timely understanding and communication on the development status, cutting-edge policies and technical issues of local e-government, and the information is useless. Therefore, it is necessary for the provincial and municipal departments in charge of e-government teaching and training to set up corresponding specialized institutions according to the local e-government development and technological frontier topics, participate in relevant scientific research and construction practice, improve training quality and efficiency, and effectively organize diffusion training at all levels. At present, government departments attach importance to e-government training, and most places have improved and established hardware facilities for e-government training, such as well-equipped computer rooms, network equipment and multimedia classrooms, which provide the necessary material conditions for e-government training. On this basis, local e-government teaching departments should strengthen and improve the system construction of training units, provide guarantee for e-government training from the institutional setting, and let professional training institutions undertake the specific implementation of e-government training at provincial and municipal levels, such as understanding and formulating training plans, designing training courses and guiding diffusion training according to the local e-government development status and technical conditions; Participate in scientific research and technical research, constantly improve and perfect teaching content, improve teaching quality, and enhance the pertinence, applicability and effectiveness of training; The relationship between coordinated training and the demand for talents and technology in the implementation of government e-government construction.
Second, first of all, we must strengthen the training of e-government teachers.
The effectiveness of e-government depends largely on the breadth and depth of e-government training. E-government is a new comprehensive subject with strong policy, theory and practice. E-government training teachers must have multidisciplinary comprehensive knowledge, macro-strategy and related policies and technologies related to the construction and development of e-government, but the existing teachers are not enough to meet the needs of e-government training and teaching. On the one hand, teachers' existing professional knowledge is single, so it is difficult to summarize and understand the theory of e-government from the perspective of multidisciplinary integration; On the other hand, teachers have no practical experience in e-government, lack of grasp of relevant policies, insufficient understanding of macro-planning and specific steps of construction, and no teaching and technical experience. According to the current situation of teachers, there may be some problems in e-government training, such as the disconnection between theory and practice; The training content lacks systematicness and effectiveness. In order to make teachers master the theory and necessary training knowledge of e-government as soon as possible, and effectively promote e-government training, teacher training is a top priority. At present, most of the national authoritative training is aimed at higher-level and higher-level leading cadres, but it has not been extended to teacher training. For the training of local leading cadres and civil servants, we mainly rely on local training teachers. Therefore, all localities must pay close attention to the training of e-government teachers and make overall plans for training and qualification confirmation. Teachers who participate in e-government diffusion training should first obtain the qualification of e-government training teachers, and teacher qualification training is the top priority of e-government training in various places.
Three, e-government training must be standardized.
The unification and standardization of e-government construction depends on the standardization of e-government training. At present, e-government training is still in its infancy. Due to the incomplete training institutions and the shortage of teachers, the current e-government training has the problem of nonstandard curriculum. In some places, it is still not possible to set up courses for different levels of training objects in strict accordance with the unified national training content. The training of party and government leading cadres should be different from the training of ordinary civil servants in content and form, and the curriculum should be different. With the development of e-government, leading cadres will take the lead in building e-government. They are decision makers in the construction and implementation of e-government. The training of leading cadres should focus on the concept and systematic planning and management of e-government. Through training, the broad masses of cadres will deepen their understanding of the strategic significance of promoting informatization and e-government, clarify their responsibilities, clarify their construction ideas, and improve their level and practical application ability in promoting e-government work. Professional technical management cadres should also be trained to have the ability to evaluate and identify the latest information technology, master the new application development and actual effect of e-government, so as to identify the new opportunities and possible problems brought by new technologies to government modernization and constantly adapt to the needs of informatization and e-government development. For ordinary civil servants, the focus is on the training of e-government office ability, mainly the training of operating skills such as desktop system application, OA office automation application and network platform application. At present, the training courses in some places are not ideal, such as the training of leading cadres and the training of ordinary civil servants using the same teaching material; Assign most of the class hours to basic computer operation training; E-government training is just a foil. This obviously deviates from the national training requirements and actual needs. Replacing e-government training with computer training can not achieve the expected results and affect the construction and implementation of e-government. Secondly, due to the shortage of training teachers and the limitation of experimental environment and conditions, the training course is affected. For example, training units have different degrees of problems in setting courses for people (teachers). When setting up training courses, it is generally arranged according to the courses that existing teachers can be competent for (such as computer courses). In the design of e-government training experiment, because there is no e-government simulation system at present, we have to arrange the training experiment of basic computer operation: the operation of operating system and office software. To make e-government training become the basic computer operation training. Third, the current e-government training has not been implemented simultaneously with the national unified examination, so the content, standard and effect of e-government training cannot be confirmed.
Four, pay attention to the unity of e-government training and e-government construction practice.
Teaching, scientific research and construction are an organic whole of trinity, and they are indispensable in the practice of e-government. Linking theoretical teaching with construction practice through scientific research. E-government training is closely related to the practice of e-government construction. On the one hand, e-government training provides talent guarantee for e-government construction practice, on the other hand, e-government construction practice will also promote the improvement of e-government talent training level and quality. Therefore, the teachers of e-government training organizers in various provinces and cities should actively participate in the research and construction of e-government in their respective regions. It is very important to train teachers to participate in scientific research and understand the practical process of local e-government construction. If the training teachers do not participate in the scientific research and construction practice of e-government, just as the teachers in medical colleges are not clinical, theory and practice are out of touch. How can we do a good job in e-government training? Therefore, in order to deeply understand the development strategy, construction planning, overall structure and framework system of e-government in this region, the responsible teachers of e-government training units in various provinces and cities should actively participate in the research and construction practice of e-government in this region, so as to design, develop and study training courses more closely, compile authoritative and practical training materials and courseware, make the training better meet the actual needs of e-government in this region, ensure the effectiveness of e-government training, and make contributions to the informatization construction and e-government in this region.
Fifth, using the simulation environment to improve the quality and effect of e-government training.
E-government is a specific business that integrates management and service by using modern information and communication technology, and realizes the optimization and reorganization of organizational structure and workflow on the network to provide management and service to the society. At the same time, e-government is also a highly applied subject. Therefore, the training of e-government should be carried out in a simulated environment. The simulated environment has two main meanings:
First of all, this simulation environment can be developed into a mature e-government model. At present, the construction and implementation of e-government in China is basically in the primary stage of e-government development. Because the basic information construction has not been completed, there are problems in institutional adjustment and legislation of e-government. The digital divide in e-government security has not been completely solved, and the construction and implementation of e-government in China has not reached a mature level. Therefore, people can't see the mature stage of e-government, so they have a complete and vivid understanding of e-government. However, e-government can shield many difficulties and constraints in the current e-government construction in China (such as the basic information platform has not yet been built, the integration of information systems between government departments and the integration of information systems between central and local governments, institutional reform, digital divide, etc.). Establish a virtual basic information environment (such as government information platform, namely: electronic payment, electronic records, electronic documents and electronic signatures; National basic information systems: such as population information system and enterprise management information system); According to the ideal government organization structure and government operation mode, a simulated integrated e-government system is established. The establishment of this simulation environment can integrate the most mature e-government concept, the most mature e-government technology and the most perfect e-government method, and strive to make trainees deeply understand the influence of e-government on government management through this environment; The changes brought by e-government to the government management model; Government organizational structure and business process in the mature stage of e-government. The role of government and the change of its relationship with the public; The limited virtuality of government management and the new model of the combination of reality and reality: the new form of government organization in the information age, and finally understand the overall model and realization process of mature e-government, and master the emerging discipline of e-government.
Secondly, the simulation environment can simulate and decompose some typical application systems in e-government, and design them according to different business processes and roles (government, enterprises and the public) during the implementation of e-government, so that students can operate the e-government simulation system in different roles, thus learning and mastering the operation methods of e-government application systems, conducting the simulation operation of e-government process and the simulation organization and management of e-government operation, and mastering the actual operation of e-government application systems.
As can be seen from the above, e-government training is conducted in a simulated environment, which is an effective way to improve the quality and effect of training.
