This is a dynamic incentive mechanism for all sci-tech journals. It also leaves room for further improvement in the management and evaluation methods of "core journals" of science and technology. (2) Strictly limit the total index of "core journals" of science and technology: there are at most 1 2 kinds of "core journals" in the same discipline, so that the evaluated "core journals" can really play the role of a weather vane in this discipline. (3) Ensuring the authority of academic experts in evaluating the "core journals" of science and technology: A dynamic expert committee for evaluating the "core journals" of science and technology should be established under the organization of the journal management department, and the academic level of scientific journals in a certain discipline must be decided by scientific academic experts, and cannot be evaluated exclusively by the journal management department. Every time a periodical is evaluated, the personnel of the expert committee should be adjusted, not fixed, so as to avoid taking the "back door" and ensure the academic quality of the "core periodical" of science and technology.
