Provincial college students' innovation and entrepreneurship training programs are selected by colleges and universities in school-level projects, the number of which does not exceed 1/3 of the school-level projects, and the average funding standard is not less than 0.5 million yuan/item. The Provincial Department of Education allocates funds according to the total amount of funds, and colleges and universities make overall arrangements.

National college students' innovation and entrepreneurship training programs are selected by colleges and universities among provincial projects, and the number shall not exceed 1/3 of provincial projects. Funding standards refer to relevant regulations.

Colleges and universities should strengthen the management of the use of funds for college students' innovation and entrepreneurship training programs. The project funds shall be used by the students who undertake the project, not by the teachers, and the school departments shall not intercept or misappropriate them, nor shall they intercept the management fees. The funds are mainly used for project research travel expenses, experiment fees, materials fees, data fees, paper publishing fees, patent application fees, etc.

Encourage colleges and universities to arrange incentive funds such as labor fees or class fees for the instructors of Dachuang Project. Schools must clearly declare the total number of projects (including the number of school-level projects) and the total amount of funding in the declaration documents.

In order to deepen the integration of production and education, cooperation between production and education, collaborative education, and pool enterprise resources to support the reform of innovation and entrepreneurship education in colleges and universities, the Higher Education Department of the Ministry of Education organized relevant enterprises and universities to jointly implement the joint fund project of innovation and entrepreneurship in cooperation between production and education. Colleges and universities can organize students to declare to enterprises according to the situation.
