1, combining punishment with reform.

When a prison executes punishment, the first thing is to punish criminals. Punishment is the inherent attribute of punishment. Without punishment, it is difficult for criminals to confess their crimes and turn evil into good. Compared with reform, punishment focuses on coercion and reform focuses on reform. Punishment is the means, and reform is the purpose. The purpose of punishment is to transform criminals into law-abiding citizens, which is also the fundamental nature of punishment in China. Prison does not punish for the sake of punishment, but closely combines punishment with reform activities, with a clear purpose of transforming criminals into law-abiding citizens.

2. Combination of education and labor.

In order to effectively reform criminals, we must also adhere to the principle of combining education with labor when executing penalties. Education here refers to ideological education, cultural education and vocational and technical education for criminals. Labor refers to engaging in certain production activities, and education reform and labor reform must be combined well.

A unique prison system combining punishment with reform has been formed.

Xinhua News Agency, Beijing, July 24 (Xinhua) Jin Jian, president of China Prison Society, said at the second meeting of the second Council of China Prison Society held today that after more than 50 years of practice, China has formed a unique socialist prison system.

China's unique prison system is mainly reflected in the following aspects: adhering to the prison work policy of combining punishment with reform and aiming at reforming people; The regulatory principles of legal, strict, civilized and scientific management; Reform the means of combining education with labor, management and learning; Holding special schools; The implementation of placement, in charge, separate education; Using social forces to carry out the comprehensive management mode of helping and educating; The humanitarian policy of protecting criminals' rights and treating criminals as human beings; Build a prison police force with strict police management and fair law enforcement.

Jin Jian pointed out that at present, the main problems existing in prison work in China are that the degree of modernization, scientificity and legalization is not high enough. There are still many places that need to be reformed and improved in prison management system, fund guarantee system and layout adjustment, education system operation and education content and method, socialization of execution and prison production and labor management, and training and management of prison police force.

Fan, Vice Minister of Justice, said in his speech that in recent years, the prison security situation in China has remained stable, and the number of criminals escaping, the number of prison cases and the number of serious prison cases have all decreased year by year. All localities conscientiously implement the important instructions of the central authorities on production safety. So far, there have been no major safety accidents in the prison system this year. All these show that our law enforcement management level, prevention and control ability and facilities construction level have all improved.

Fan asked all localities to seriously study the spirit of General Secretary Jiang's "5.3 1" speech, seize the opportunity, deepen reform, and explore innovative and feasible management systems and operational mechanisms.
