How is the performance appraisal of public institutions assessed?
[Abstract] This paper analyzes the problems existing in the performance appraisal of public institutions, and discusses the effective countermeasures to solve the performance appraisal problems of public institutions, aiming at providing some reference for the performance appraisers of public institutions.

1 Introduction

Performance appraisal is an important tool for human resource management in public institutions, but many public institutions do not fully realize the importance of performance appraisal, which leads to performance appraisal becoming a mere formality and unable to give full play to its role. In view of this phenomenon, the leaders, managers and performance appraisal personnel of public institutions should change their concepts, fully realize the importance of performance appraisal, create a perfect performance appraisal system and clear performance appraisal indicators, and make full use of the results of performance appraisal to provide reliable reference for human resource management of public institutions. Therefore, it is of great practical significance to study the problems existing in the performance appraisal of public institutions and the countermeasures.

2 Analysis of the problems existing in the performance appraisal of public institutions

2 1 Lack of understanding of the importance of performance appraisal.

Performance appraisal not only needs the attention of superior leaders, but also needs the active cooperation of examiners. Differences in ideas and thoughts between the two sides will affect the efficiency of performance appraisal. Due to the influence of traditional ideas, some leaders of public institutions are worried about causing various contradictions, and they are tied behind their hands when implementing performance appraisal, and they have not given full play to the role of performance appraisal.
