How to Apply for National Natural Science Foundation Project in Colleges and Universities
I. Requirements for the applicant

1.

As an applicant, the scientific and technical personnel of the supporting unit shall meet the conditions stipulated in the first paragraph of Article 10 of the Regulations: they have undertaken basic research projects or have other basic research experiences; Have senior professional and technical positions (titles) or doctoral degrees, or have two scientific and technical personnel with senior professional and technical positions (titles) in the same research field. Some types of projects have special requirements for the applicant's conditions on this basis.

Scientific and technical personnel engaged in basic research have the conditions stipulated in the first paragraph of Article 10 of the Regulations, and if they have no work unit or the unit where they work is not the supporting unit, they may apply for general projects and youth science fund projects after consultation with the supporting unit registered with the Natural Science Foundation of China and obtaining the consent of the supporting unit, and may not apply for other types of projects.

When applying for a project, such personnel should truthfully fill in their personal information in the basic information table of the application form, introduce their previous research work in detail in their resumes, and provide a written contract signed with the supporting unit, which will be submitted together with the paper application form as an annex.

Postgraduates (those who have not obtained a degree at the time when the application is accepted by the Fund Committee) may not apply for various projects as applicants, but on-the-job personnel may apply for some types of projects through the employed units with the consent of their tutors. At the same time, a letter signed by the tutor should be provided separately, explaining the relationship between the application project and its degree thesis, and guaranteeing the working time and conditions after the completion of the project, which should be submitted together with the thesis application as an annex. On-the-job graduate students employed by units other than supporting units may not apply for various projects.

On-the-job graduate students can apply for general projects, youth science fund projects, regional science fund projects and some joint fund projects (unless otherwise stipulated), but on-the-job graduate students may not apply for youth science fund projects.

4.

Overseas personnel who are not employed by supporting units cannot apply for various projects as applicants without supporting units; Overseas personnel employed by supporting units shall not apply for or participate in the application for various projects in a dual capacity at home and abroad. As a person in charge, he has undertaken overseas and Hong Kong and Macao scholars' cooperative research fund projects, or as a collaborator, he has undertaken international cooperative research projects. Before the first two types of projects are concluded, he may not apply for other types of projects as an applicant. On the other hand, if the project leader is undertaking other types of projects other than the first two types of projects, he shall not apply for overseas and Hong Kong and Macao scholars' cooperative research fund as an applicant, nor shall he participate in applying for international cooperative research projects as a collaborator.

5.

Scientific and technical personnel engaged in research in postdoctoral mobile stations or workstations may apply for general projects, youth science fund projects and regional science fund projects, but may not apply for other types of projects. When applying for a project, such personnel should provide a written commitment from the supporting unit to stay in the supporting unit and continue to engage in scientific research during the project funding period or after leaving the station, and submit it as an attachment with the paper application.

6.

The person in charge of undertaking the national social science fund project shall not apply for other types of national natural science fund projects other than the National Science Fund for Distinguished Young Scholars as an applicant. An applicant who has applied for the National Social Science Fund project in the same year may not apply for the National Natural Science Fund project as an applicant.

Second, the requirements for writing an application.

1.

Before writing an application, the applicant should carefully read the relevant project management measures in the Regulations and Guidelines, as well as the notice and notice of accepting the application. If the current project management measures are in conflict with the Regulations and Guidelines, the Regulations and Guidelines shall prevail.

2.

The application shall be written by the applicant himself in accordance with the writing outline, and pay attention to the fact that there shall be no contents in the application that violate the law and are classified. The applicant shall be responsible for the authenticity and legality of the application materials submitted.

3.

According to the project type of application, accurately select or fill in "funding category", "sub-category description" and "remarks description". What needs to be "selected" can only be selected in the drop-down menu; You can type the corresponding text for the content that needs to be filled in; "Remarks" of some projects should be filled in strictly according to the relevant requirements of this guide.

4. According to the research direction or research field of the application, accurately select the application code according to the "National Natural Science Foundation Application Code" attached to this guide, paying special attention to:

(1) When selecting the application code, try to choose the last level (6 or 4 digits, key projects and joint fund projects should be filled in strictly according to the requirements of this guide).

(2) The application code 1 selected by the applicant is the basis for the Natural Science Foundation of China to determine the acceptance department and select the evaluation experts, with application code 2 as a supplement. Some types of project application code/kloc-0 and/or application code 2 need to select the specified application code.

(3) The first application code is "L", which is only used to apply for projects such as National Natural Science Foundation-Guangdong Joint Fund, National Natural Science Foundation-Yunnan Joint Fund, National Natural Science Foundation-Xinjiang Joint Fund, Cross-Strait Scientific and Technological Cooperation Joint Fund, and National Natural Science Foundation-General Technology Basic Research Joint Fund; "A06", "A03" and "A08" are only used to apply for NSAF Joint Fund, Astronomy Joint Fund and Scientific Instrument Joint Fund respectively.

(4) The standardized selection of "application code", "research direction" and "keywords" will be tried out on 20 15. Applicants should accurately select "application code 1" and its corresponding "research direction" and "keywords" when filling out the application form.

(5) If the applicant has any questions about the application code, please consult the relevant departments.

The applicant and the main participants shall sign the paper application form. Among the main participants, there are people (including graduate students) outside the supporting unit to which the applicant belongs, and their subordinate units are regarded as cooperative research units. Fill in the information of cooperative research units in the basic information table of the application form and affix the official seal of cooperative research units on the signature page, and the name of the units filled in is consistent with the official seal. The cooperative research unit that has been registered with the Natural Science Foundation of China shall be stamped with the official seal of the unit registration; Unregistered cooperative research units shall be stamped with the official seal of the legal entity.

Overseas personnel among the main participants are regarded as participating in the project declaration as individuals, and their overseas work units are not regarded as cooperative research units. If I fail to sign the paper application, I should send a paper document signed by myself by letter, fax, etc. , indicating that I agree to participate in the project declaration and perform relevant duties, and submit it as an attachment with the paper application.

1 There are no more than 2 cooperative research units for application projects.

6. The applicant with senior professional and technical positions (titles) or the unit where the main participants work has one of the following circumstances, which should be explained in detail in the application resume:

(1) The units that applied for or participated in the application for various scientific fund projects in that year were inconsistent;

(2) It is inconsistent with the units undertaking various scientific fund projects.

If the research content related to the application of the National Natural Science Foundation of China has been funded by other channels or projects, please be sure to explain the funded situation and the differences and connections with the applied projects in the application form, and pay attention to avoid applying for the same research content in different funding institutions.

8.

The start date and year in the application form should be 20 16 1 month; The termination date is February, 65438+20 * * years, according to the funding period requirements of each project. When applying for related projects, the postdoctoral staff in the station shall truthfully fill in the project termination date in accordance with the written commitment of the supporting unit.

9.

Starting from 20 15, all types of project applications are written online. Special requirements: Applicants and main participants should use unique identity documents to apply for the project. If you have used other identity documents as applicants or main participants to obtain project funding, you should explain it in the application form, otherwise it will be treated as misconduct and the supporting unit will be responsible for the audit.

10.

Since 20 15, the funds applied for various projects are divided into direct expenses and indirect expenses. Among them, the direct costs include equipment costs, materials costs, testing and processing costs, fuel and power costs, travel expenses, conference fees, international cooperation and exchange fees, publishing/literature/information dissemination/intellectual property affairs fees, labor costs, expert consultation fees and other expenses; Indirect expenses refer to the related expenses that cannot be charged in the direct expenses in the process of project organization and implementation, mainly including the existing equipment and houses provided by the supporting units for project research, the consumption of water, electricity, gas and heating, the subsidy expenses related to management expenses, and performance expenditures. The listed capital intensity is the sum of direct cost and indirect cost. The applicant only needs to fill in the direct expenses, and the indirect expenses and project application funds are automatically generated in the application form.

Three. Responsibilities of supporting units

1.

Supporting units shall organize their project applications in strict accordance with the requirements of the Regulations, Guidelines, Measures for the Administration of Fund Work of Supporting Units of the National Natural Science Foundation of China, Notice of Accepting Applications and Measures for the Administration of Related Projects.

2. The supporting unit shall be responsible for the applicant's application qualification, review the authenticity and completeness of the application materials, and shall not submit a project application containing confidential contents.

3.

If the supporting unit allows the scientific and technical personnel of the non-working unit listed in the second paragraph of Article 10 of the Regulations or the non-supporting unit of the unit to apply for the project through this unit, it shall perform relevant duties in accordance with the requirements of Article 13 of the Measures for the Administration of Fund Work of Supporting Units of the National Natural Science Foundation of China, and submit the written contract as an annex with the paper application.

4.

The supporting unit shall provide a written commitment to the scientific and technical personnel engaged in research at the post-doctoral mobile station or workstation, and ensure that the applicant stays in the supporting unit to engage in scientific research during the project funding period or after leaving the station. The written commitment of each application shall be stamped with the seal of the supporting unit and submitted together with the paper application.

IV. Conditions for accepting applications

According to the "Regulations", when applying for a science fund project, one of the following circumstances will not be accepted:

(1) The applicant does not meet the conditions stipulated in the Regulations and the Guide;

(two) the application materials do not meet the requirements of these guidelines;

(3) The number of projects applied for does not meet the requirements of limited application.

V. After applying for general projects for two consecutive years, the application for general projects 1 year will be suspended.

Applicants who applied for projects (including those that failed in the preliminary examination) that have not been funded by general projects for two consecutive years in 20 13 and 20 14 may not apply for general projects in 20 15.
