The main criteria for SCI to select journals are citation data, journal editing criteria and expert judgment. Its theoretical basis is Bradford's scattering law and Garfield's concentration law.

The concept of citation is based on the basic assumption that the author of the paper absorbs and uses reference documents (cited documents). However, due to the complexity and nature of the motivation of citing documents (such as false quotation, repeated quotation, counter-quotation, false quotation, etc.). ), this basic assumption is not strict enough, and the evaluation system of SCI has certain uncertainty, which is completely based on citation analysis.

In addition, domestic scientific research management departments also have some one-sidedness in evaluating academic achievements by using SCI, which is manifested in the following two aspects: (1) Nature and Science are internationally renowned comprehensive and multidisciplinary magazines, enjoying a high reputation in the world, occupying an important position in SCI's scientific achievements evaluation system, with the influencing factors of 27.365% and 27.365% respectively. Because of its unique academic status, many domestic scientific research institutes have formulated generous incentives to encourage academic personnel to contribute to these two journals. Although the two journals are multidisciplinary, they both focus on life sciences, and the articles published in life sciences account for 70% and 60% respectively. Among the journals of life science, the impact sum is not the highest, and there are 7 or 8 journals with higher impact factors or total citations than these two journals. Therefore, it is unrealistic to simply reward or excessively reward people who publish articles in two journals, and the Ministry of Civil Affairs will dampen the enthusiasm of researchers who publish articles in other journals with higher impact factors. (2) The overall level of a scientific journal can only be targeted at its own discipline, because there is no comparability between disciplines in terms of impact factors and total citation. For example, any discovery in physical and biochemical research will be valued and cited by international peers, and it is not uncommon for research papers to be cited hundreds of times. However, in geoscience and botany, due to the strong regional research objects, research papers are rarely cited by peers, which has no fundamental connection with the actual academic level of the articles. Therefore, the impact factors of publications can only be compared between journals in the same discipline, otherwise it has no practical significance.

Therefore, we must fully understand and correctly use the cited data of SCI when evaluating scientific research achievements. Because the number of authors and periodicals in private disciplines changes greatly, the citation level and articles related to disciplines are also very different.
