Last year, the financial crisis swept the world, which had a great impact on China's export-oriented economic development model. The central government has launched a 4 trillion yuan economic stimulus plan to deal with it, and its main means is to expand domestic demand through a series of means such as home appliances going to the countryside. At this time, more than 800 million farmers in China once again shouldered the heavy responsibility of saving China's economy, which attracted much attention. However, there are still some problems in the construction of new countryside in China. Below I will do some analysis on my investigation in rural areas of Hebei.

I. Economic construction

(A) First of all, from an economic point of view, the core of the "three rural" work and the new rural construction is the issue of increasing farmers' income. Farmers in China feed 30% of the world's population with 7% of the world's arable land, and have made great contributions to China's economy, but they have not yet enjoyed the fruits brought by economic development, at least not significantly. China's domestic consumption level is not only underdeveloped, but also extremely underdeveloped, especially in rural areas. Let's first look at a set of data: in recent ten years, China's GDP has increased from 65438+3638 billion US dollars in 0990 to 439.6 billion US dollars in 08, an increase of 12 times, while the per capita net income of rural residents has increased from 65438+686.3 yuan in 0990 to 47665438+ in 08. Look at the chart below. This is a chart I drew based on historical data. We can clearly see that the annual per capita net income of rural residents is not the same as economic growth. The annual net income growth rate of rural residents lags behind the speed of economic development.

Not only is the income of residents not growing fast enough, but their consumption structure is also far behind that of cities. We can look at the table below and compare the huge gap between the Engel coefficient of urban residents and the Engel coefficient of rural residents.

In 2008, the Engel coefficient of rural families was 43.7%, which was only equivalent to that of urban families ten years ago. In 2004, the ratio of urban and rural residents' consumption level was 3.5: 1. The consumption level of rural residents was only equivalent to that of urban residents in the early 1990s, and the propensity to consume in rural areas continued to be less than that of urban residents.

(2) Through my sampling survey of villagers in Beihe Village, Wangdu County, Baoding City, Hebei Province, I found that whenever I asked them why their income had increased by four times compared with that of ten years ago, but the consumption of residents had not changed much, most villagers would ask me, "Isn't things getting more expensive?" I looked at the price level in the last ten years and found that if the price level of 1985 is 100, then the price level in 2005 is 4 13.5, which is exactly four times that of 20 years ago. Therefore, it can be said that the living standards of rural residents have not improved as we hoped.

President Hu once said: "China has now reached the development stage of promoting agriculture through industry and bringing rural areas through cities." We should conform to this trend, more consciously adjust the distribution pattern of allergic income, and more actively support the development of agriculture, rural areas and farmers. "If we really want to be rich together, we must build a new countryside.

(3) In my opinion, the problem of increasing farmers' income is the core issue of new rural construction. The government and cities should vigorously develop rural non-agricultural industries and promote the rapid transfer of rural labor force. Less arable land per capita is an important factor restricting farmers' income increase, and the rise in food prices is not comparable to that of prices. In order to make farmers rich quickly, it is necessary to transfer rural surplus labor from limited land and let them go out to work and engage in secondary and tertiary industries. As mentioned in Hebei Daily, to promote the construction of new countryside, we must closely link industry with agriculture, cities with rural areas, promote industrialization and urbanization with solving the problems concerning agriculture, rural areas and farmers, earnestly implement the policy of industry feeding agriculture and cities supporting rural areas, and give full play to the leading role of industry and cities in rural areas.

Second, social security issues such as education and medical care.

A few days ago, I read an article entitled "Do rural children really want to go to high school? Among them, the most common problems in rural areas are mentioned, such as difficult and expensive medical treatment, which are the most urgent problems to be solved in rural areas at present. In my investigation, Ms. Chen Shuxin of Wangdu County, Hebei Province is a typical representative of this problem. The lady suffers from high blood pressure, but refuses to go to the hospital for treatment every time she feels unwell. She asked her why, and replied that she looked down. This is not a case, it is common in rural areas.

(1) Let's talk about education first. In Wangdu County, there are more than 2,000 junior high school students every year, but only 1000 senior high school students. Where are the rest of the students? They all went to a technical school or went to work directly. I am deeply worried about this. Education is the fundamental plan for the long-term stability of the country. Knowledge is power, which is not empty talk, but it doesn't work in rural areas. Contrary to urban parents' desperate efforts to send their children to colleges and universities, many rural parents only see the expensive tuition fees of universities and the students of Adventure Island reported on TV, thus thinking that universities are useless, and children can't find good jobs because of their low academic qualifications and lose the opportunity to change their destiny with knowledge. In the long run, the poor will get poorer and the rich will get richer. Will the new rural construction really succeed?

So today, when the national economy has developed to a certain extent, I think it is time to expand the scope of our compulsory education, so that children in rural and urban areas can enjoy fair educational opportunities, change their own destiny through education and make greater contributions to society. Personally, I think that popularizing compulsory education in senior high schools will inevitably play a great role in promoting the construction of new countryside.

(2) In terms of medical care, the new rural cooperative medical system in Hebei Province is being implemented. I don't know if you have really read the Management Measures of New Rural Cooperative Medical System in Hebei Province. If you are more careful, you will see this article: "The rural cooperative medical fund is used to subsidize the medical expenses of farmers who participate in the new rural cooperative medical system, focusing on subsidizing large medical expenses or hospitalization medical expenses." In other words, the new rural cooperative medical system will not be subsidized if it is not hospitalization or purchasing drugs in large quantities. In the course of my investigation, some villagers said to me, "It is useless to buy medical treatment, and there is no guarantee for taking injections and taking medicine." I'm thinking, if someone is not seriously ill and kills you but has to take medicine often for some reason, won't they enjoy the benefits of cooperative medical care?

Therefore, it is hoped that the government can promote the balanced development of compulsory education in urban and rural areas, further improve the relevant policies of the new rural cooperative medical system, gradually improve the level of farmers' medical security, and explore the establishment of a rural minimum living security system in areas where conditions permit.

Third, rural cultural construction.

(1) When literati meet each other, they sometimes call themselves "vulgar villagers" modestly, which shows that farmers are a group with low cultural literacy in society. Admittedly, this has not wronged farmers. According to a survey, the average cultural consumption expenditure of peasant families is only 87 1.77 yuan, accounting for 7.93% of the total average expenditure (10989.46 yuan), ranking last among all expenditure items. After work, farmers engage in five kinds of recreational activities: watching TV (27.35%), playing cards (12.69%), reading books and reading newspapers (1 1. 15%), playing chess (7.25%) and listening to the radio (. The average person watches TV for about 2.76 hours every day. Farmers' amateur cultural activities are dominated by modern cultural forms, limited by the economy, convenience and accessibility of cultural forms, and the groups of farmers interested in traditional folk cultural activities are gradually shrinking, especially the youth groups. It is generally believed that it is better to buy something to eat and drink than to spend money on tickets or books.

This situation shows that farmers' cultural life is still very poor, lacking the necessary scientific knowledge and spiritual wealth. It is not difficult to explain why cults always spread through rural areas first. Like my parents, they play mahjong or poker during the Spring Festival or during the slack season, and even rarely watch TV, so their news is relatively blocked.

(2) In order to change this situation, I think we should start from the following aspects: 1, the encouragement and support of the Party committee and government. For example, a series of policies and measures, such as Jilin's "farmhouse music" and Hebei's "star of rural culture", have further promoted the vigorous development of farmers' independent management culture. 2. Pay equal attention to encouraging support and normative guidance, make every effort to promote the development of farmers' self-run cultural undertakings, release and activate the cultural enthusiasm and potential of farmers as much as possible, and form a bottom-up, rich and active cultural soil. 3. We should adhere to policy guidance and cultivate market players, integrate rural cultural resources, develop cultural economy, cultivate cultural consumption concepts, and form a good environment for the development of rural cultural industries.

The development of culture depends on the cultural vulnerable groups in the country, which is the barrel theory of culture.
