Zhang Zhigang, 1957 and 12, born in Shenyang, Liaoning Province, is a professor at the School of Humanities and Social Sciences of Dalian University of Technology, head of the Department of Public Administration, tutor for master students and tutor for master students in public administration (MPA). Mainly engaged in public management, public utilities management and cultural research. He presided over the humanities and social science fund project of the Ministry of Education, Research on the Construction of NGO Culture and Harmonious Culture, and presided over the social science fund project of Liaoning Province, Research on the Management System of Institutions (the Third Sector), Influence and Role of Liaoning NGOs on Economic and Social Development, and other 15 projects entrusted by provincial and municipal government departments, enterprises and institutions.
