A degree-conferring unit may award a master's degree and issue a degree certificate after recognizing its graduate students' equal academic ability, passing the defense of master's degree thesis and being approved according to certain procedures.
Specification for new master's degree awarding units
Academic Degrees Committees of provinces (autonomous regions and municipalities directly under the Central Government) and Academic Degrees Committees of China People's Liberation Army:
According to the 25th meeting of the State Council Academic Degrees Committee "Reform Plan of Examination Mode for Doctor and Master's Degree Authorization", in order to do a good job in adding new doctor and master's degree awarding units (hereinafter referred to as "new units"), we hereby put forward the following guiding opinions:
First, the guiding ideology of the new unit work
The work of new units should be guided by Scientific Outlook on Development, focusing on ensuring and improving the quality of postgraduate education, and carried out in accordance with the principle of "national classified management, strengthening provincial overall planning, focusing on planning and construction, and optimizing structural layout" to promote the comprehensive, coordinated and sustainable development of postgraduate education.
Two, the state of the provinces (autonomous regions and municipalities directly under the central government) to implement classified management of new units.
According to the needs of economic and social development, the state implements classified management of the work of new units in various provinces (autonomous regions and municipalities directly under the Central Government).
In an appropriate planning period, the State Council Academic Degrees Committee, based on the degree authorization system and the development of postgraduate education in various provinces (autonomous regions and municipalities directly under the Central Government), comprehensively considers relevant factors such as economy, society and population, reasonably classifies the provinces (autonomous regions and municipalities directly under the Central Government), and adopts different policies and measures to guide and manage the planning and construction of its newly-added units.
The implementation of classified management aims at establishing targeted guidance, restraint and regulation mechanisms, strengthening macro-control, optimizing structural layout and achieving coordinated development according to the different situations of each province.
On the basis of comprehensive analysis of the degree authorization system and the scale structure of postgraduate education in various provinces (autonomous regions and municipalities directly under the Central Government) and their coordination with economic and social development, the State Council Academic Degrees Committee divides the provinces (autonomous regions and municipalities directly under the Central Government) into the following four categories:
First-class province: the postgraduate education is developed, and the degree authorization system can meet the needs.
Class II province: Postgraduate education is relatively developed, and the degree authorization system basically meets the needs.
Three types of provinces: the postgraduate education is underdeveloped, and the degree authorization system does not meet the needs.
Ⅳ Province: The development of postgraduate education lags behind, and the level or type of degree authorization system is quite different.
The State Council Academic Degrees Committee determines the categories of provinces (autonomous regions and municipalities directly under the Central Government) and the number of new units in the corresponding planning period according to the overall planning of national education development and the actual needs of adjusting the structure and optimizing the layout.
A few units that serve the special needs of the country are not restricted by the above-mentioned regional classification and are considered by the country as a whole.
The planning cycle, planning and project construction requirements of each classified area are determined by the State Council Academic Degrees Committee according to the national macro-development planning and the needs of economic and social development.
After the end of a planning cycle, the the State Council Academic Degrees Committee can adjust the provincial classification and the number of new units in the next planning cycle as needed.
Three, to further strengthen the overall management responsibility of all provinces (autonomous regions and municipalities directly under the central government)
Under the classified management and guidance of the state, the provincial people's governments and their academic degree committees should strengthen the overall management of the planning and construction of new units in the region.
1. Make overall consideration of the overall development of degree-granting units at all levels and postgraduate education in the region, and plan new degree-granting units according to the needs of the region, the country, the department or the industry.
In the planning and construction of new degree-granting units, we should consider the needs of different levels and types of personnel training and the school-running characteristics of different units, give full play to the role of existing degree-granting units, and achieve scientific division of labor and reasonable positioning.
2 co-ordinate the implementation of construction funds and various construction measures, and concentrate on the construction of units that have approved the project.
3. Comprehensively manage and guide the project construction work of all units in the region.
According to the unified deployment of the State Council Academic Degrees Committee, suggestions and arrangements are put forward for the mid-term inspection and acceptance time of the project construction unit.
The audit of newly-built units of the People's Liberation Army of China shall be conducted by the Military Academic Degrees Committee with reference to the guiding opinions and relevant provisions of the planning, project establishment, construction and acceptance of the Provincial Academic Degrees Committee.
Ministries and subordinate units to be established as new degree-granting units shall be included in the project construction planning of the province (autonomous region or municipality directly under the Central Government) where the unit is located.
The project establishment and construction stage of such units shall be organized and implemented by the competent ministries and commissions according to the project establishment and construction planning of the provinces (autonomous regions and municipalities directly under the Central Government) where the units are located.
The mid-term inspection and acceptance work shall be implemented by the provincial academic degree committee in consultation with the competent ministries and commissions.
Four, do a good job in the construction planning of new degree-granting units.
According to the classification guidance of the State Council Academic Degrees Committee and the development plan of academic degrees and postgraduate education in various provinces (autonomous regions and municipalities directly under the Central Government), all provincial academic degrees committees have implemented the general requirements of strengthening provincial overall planning, carefully analyzed the existing academic degree authorization structure layout, talent demand and training ability, and studied and formulated the corresponding planning period in this province (in line with the goal of "scientific division of labor, reasonable positioning, overall planning, optimizing structure, ensuring quality and improving efficiency").
The project construction plan should include the basic orientation of the economic and social development of this province (autonomous region or municipality directly under the Central Government) in the national macro-development strategy, the development status quo and the analysis of the basic situation of higher education;
Present situation and construction demand of degree authorization system in this province (autonomous regions and municipalities directly under the Central Government);
Adaptability analysis of the proposed new degree-granting unit to the needs of economic and social development and degree authorization system construction;
Analysis of the existing conditions and level of the proposed new degree-granting units and their main disciplines;
Overall construction objectives, project construction objectives and main construction measures of the proposed new unit.
Provinces (autonomous regions and municipalities directly under the Central Government) shall, according to the requirements of the the State Council Academic Degrees Committee on the regional classification and scale control scheme of newly-added units, formulate the project construction scheme of newly-added doctoral and master's degree-granting units (including the project construction scheme of the project construction unit, the same below), which shall be deliberated and adopted by the provincial academic degrees committee, approved by the provincial people's government and reported to the the State Council Academic Degrees Committee for the record.
