The Congress fully affirmed the work of the 11th Committee of Gansu Province. According to the congress, the past five years have been five years in which the province has made great achievements in tackling difficulties, and it is one of the periods in which the comprehensive strength has been improved the fastest, the urban and rural landscape has changed the most, the social construction has achieved the best results, and the people have benefited the most. Over the past five years, under the correct leadership of the CPC Central Committee, the Eleventh Provincial Party Committee has led the people of all ethnic groups in the province to blaze new trails, work hard and make great achievements in promoting the development of various undertakings. The comprehensive strength of the province has leapt to a new level, new breakthroughs have been made in infrastructure construction, new steps have been taken in regional development, people's lives have been improved, social undertakings have made new progress, reform and opening up have opened up a new situation, democracy and the legal system have taken on a new look, party building has been strengthened, and the objectives and tasks set by the 11th Party Congress have been successfully completed. The congress agreed to sum up the work and experience in the past five years, and believed that as long as we cherish the great achievements, accumulated valuable experience, rare major opportunities and good development atmosphere, we will certainly be able to continuously create a new situation of sound and rapid economic and social development in the province.

The congress pointed out that the next five years will be a crucial stage for our province to build a well-off society in an all-round way, a key stage for accelerating the transformation of development mode, and a golden period for realizing the transformation of catching up and surpassing. The biggest contradiction we face is underdevelopment, the biggest opportunity is policy superposition, the biggest hope is open development, and the biggest responsibility is to enrich the people and strengthen the people. It is necessary to scientifically grasp the law of development, actively adapt to environmental changes, effectively change policies and opportunities, actively respond to risks and challenges, and strive to find a new way for inland remote areas to open up and develop, and hardship and poverty-stricken areas to lag behind.

The general assembly agreed with the general requirements for the work in the next five years as set out in the report. The congress stressed that it is necessary to hold high the great banner of Socialism with Chinese characteristics, take Deng Xiaoping Theory and Theory of Three Represents as the guidance, thoroughly implement Scientific Outlook on Development, firmly grasp the main theme, constantly emancipate the mind, boldly innovate, and thoroughly implement the strategies of "four grasps and three supports" and "central drive, two wings of Qi Fei, group development and overall promotion" around the grand goal of achieving a well-off society in an all-round way in synchronization with the whole country. Pay more attention to open development, transformation and transfer, innovation and entrepreneurship, national economy and people's livelihood, security and stability, comprehensively promote economic construction, political construction, cultural construction, social construction and ecological civilization construction, comprehensively improve the scientific level of party building, and strive to build a happy and beautiful new Gansu with economic transformation spanning development, social harmony and stability, national prosperity and ecological sustainability.

The congress emphasized that building a happy and beautiful new Gansu is the requirement of the times, the expectation and mission of the people, the inevitable requirement of laying a decisive foundation for the goal of building a well-off society in an all-round way, and the historical mission that we must undertake and make unremitting efforts for a long time. We should adhere to the "Eight Development Directions" of basing ourselves on the domestic market, striving for fast-forward, "three modernizations", giving priority to foundation, opening up first, innovation-driven, green development, talent support, and enriching the people through industry, and thoroughly implement the "Ten Key Actions" of connecting villages with households, multi-polar breakthrough, project-driven, poverty alleviation, national entrepreneurship, ecological barrier, cultural upgrading, efficiency storm, harmonious construction and pioneer-led. After five years of hard work, the economic aggregate, fiscal revenue and income of urban and rural residents have doubled, and the quality of economic development, people's living standards, industrial development level, cultural development strength, sustainable development ability and social civilization level have been significantly improved. The main economic indicators and the realization of a well-off society in an all-round way are close to the average level in the west, further narrowing the gap with the national development. After more than three years of hard work, by 2020, we will enter a comprehensive well-off society in step with the whole country, so that the broad masses of the people can live a richer and more peaceful new life, so that the whole province can form a more harmonious and stable new situation and the land of Longyuan will show a more prosperous new atmosphere.

The congress agreed to report on the deployment of economic construction, political construction, cultural construction, social construction and ecological civilization construction. The congress stressed that it is necessary to adhere to the organic unity of development speed, quality and efficiency, focus on optimizing the economic structure, changing the development mode, accelerating the formation of multi-pillar industries, accelerating urbanization with characteristics, accelerating agricultural modernization, accelerating the basic carrying capacity, accelerating reform and opening up, striving to promote economic transformation and leapfrog development, enhancing comprehensive strength and competitiveness, adhering to the orientation of benefiting the people, benefiting the people, enriching the people and ensuring the people, and making every effort to fight the tough battle of poverty alleviation and development.
