Public management, public policy and public sector economics have always attached great importance to the study of public goods. This is not only because public goods are an important field to deal with the failure of market mechanism, but in a sense, the government's resource allocation function is mainly reflected in the provision of public goods. Moreover, under the market economy, many fields involved in government intervention in the economy are related to public goods. Because of this, the government or the whole society has great influence on the quality and efficiency of public goods, the benign operation and coordinated development of society and whether individual members of society can successfully complete the whole socialization process. At the same time, the effective supply of public goods is often regarded as the performance of "good governance". With the continuous development of the whole social economy, the supply subject of public goods in China is no longer limited to the government, and its supply mode has also begun to develop in a diversified direction. With the emphasis on public service construction today, strengthening the supply of public products is also an important part of building a public service system. However, whether it is the government supply mode, social supply mode or private supply mode, compared with the situation that private goods are becoming more and more abundant or even partially surplus, China's public goods are generally in a state of insufficient supply. The reason for this phenomenon is that there are some problems in the supply of public goods in China, whether at the government supply level or at the private or social supply level, and these problems directly affect the supply efficiency of public goods in China.
