With the continuous acceleration of industrialization, the problem of water resources in China has become increasingly prominent, which directly affects the domestic water supply in some places. Introduction:
With the continuous development of China's socialist modernization, the demand for water resources is also increasing, but industrial development has caused a series of problems such as waste and pollution of water resources. In this case, the contradiction between supply and demand of social water resources is prominent, which restricts the development of social economy to a certain extent. At present, the problem of water pollution in China needs to be solved urgently, and monitoring water quality has important practical significance for protecting water resources.
1, the importance of water quality monitoring in water resources protection
1. 1, effectively protecting water resources.
Water resources protection monitoring is to monitor water quality and control water resources quality in time. Water resources monitoring can reflect the total amount of pollutants entering the river, the pollutant carrying capacity of the river and the reduction amount. The results of water quality monitoring are usually expressed by data. By continuously monitoring the water environment in a certain range for a certain period of time, we can effectively grasp the source, distribution and distribution law of water pollution substances in this area [1], and at the same time, we can scientifically predict the water pollution situation, reasonably monitor the water environment, further clarify the control objects of water environmental pollution, and then put forward scientific control and protection strategies.
1.2, water resources monitoring to ensure water safety.
China's water quality monitoring mainly adopts regular and fixed-point monitoring methods. It is stipulated that the sampling frequency of river water quality monitoring is not less than 12 times a year, and the sampling time is in the middle of each month. Water quality monitoring can repeatedly track and monitor the water quality changes of specific water environment, thus ensuring the scientific monitoring data of water environment quality. In addition, water quality monitoring can also track sudden water pollution incidents in time, providing protection for people's living and production water [2].

The macro-development and utilization of water resources and resource allocation by government departments depend on the effective data provided by water quality monitoring to a great extent. When allocating and dispatching water resources, we should fully grasp the quality of water resources and try our best to realize the rational utilization of water resources. In order to solve this problem, the government department issued the policy of diverting water from the Yellow River, which timely treated the polluted water quality and saved manpower, material resources and financial resources to the maximum extent [3].
2. Problems existing in water resources protection monitoring.
The primary goal of water resources protection monitoring is to protect drinking water sources. At present, the monitoring of water functional areas in most provinces in China mainly focuses on the surface water level, but less on underground drinking water. In the future, the protection of water resources will mainly focus on the management of water functional areas. From the actual monitoring, water function monitoring is mainly concentrated in key water function areas, and the monitoring scope is relatively limited; For the sewage outlets entering the river, most provinces still adopt the monitoring frequency once a year, and some areas will also adopt the monitoring frequency once every two years or twice a year. Under this monitoring method, the monitoring results are not representative enough, and the monitoring method is not reasonable enough to accurately calculate the discharge of sewage and pollutants in a certain period of time in the water environment [4]. In addition, the setting of national water quality monitoring points is obviously insufficient, which can not directly and accurately reflect the quality of groundwater; Water ecological monitoring is also in its infancy, and there is no perfect evaluation system; The ability to monitor sudden pollution incidents is obviously insufficient, and the water environmental protection monitoring center in many areas is only equipped with an emergency monitoring vehicle.
2. 1, lack of monitoring ability
In recent years, although the investment in water quality monitoring construction has been continuously increased all over the country, which has promoted the updating of monitoring technology and equipment in regional monitoring centers, on the whole, there are still problems such as aging monitoring equipment and backward technical level of central laboratories in many areas. In most areas, only provincial centers can complete the monitoring of certification parameters, and manual monitoring is the main method, so the monitoring efficiency is low. Under the premise of promoting water affairs in an all-round way in China, the monitoring frequency and scope of provincial and municipal sub-centers can no longer meet the actual needs of the rapid development of water affairs, and the lack of monitoring stations in various places has caused certain restrictions on the development of regional water resources.
2.2, laboratory equipment is insufficient.
In recent years, China has continuously increased investment in water resources monitoring construction projects and provincial water quality monitoring sub-centers, greatly improving the facilities and environment of each sub-center and effectively improving the monitoring capacity, but the construction of the central laboratory has not achieved the expected results. The level of instruments and equipment in the laboratory can only meet the needs of routine monitoring, and the emergency monitoring equipment is insufficient. Water source monitoring, ecological monitoring and emergency monitoring capabilities are insufficient, monitoring equipment and instruments are outdated, and the level of automation and intelligence is low, which has a great impact on the quality and accuracy of water quality monitoring.
2.3. Insufficient professional and technical personnel.
At present, China is comprehensively promoting water quality monitoring. With more and more monitoring projects, the technical difficulty of water quality monitoring and analysis is becoming more and more serious, and the demand for specialized human resources is becoming more and more urgent. Due to the lack of professional monitoring personnel, the quality and management efficiency of water quality monitoring are greatly affected. Under the new situation, the task of water quality monitoring and management is getting heavier and heavier, and the technical requirements of monitoring work are getting higher and higher. With the continuous upgrading of large-scale instruments and equipment in various experimental centers in China, higher requirements are put forward for the professional and technical level of monitoring personnel. Limited by the establishment system of our country, the shortage of professional and technical personnel is still serious, and the talent reserve can not meet the actual requirements of water quality monitoring and management.
3. Suggestions on monitoring and construction of water resources protection
3. 1, water resources protection monitoring station network construction
The construction of water resources protection monitoring station network should adopt a unified layout, strengthen the connection between stations from the perspective of river basin optimization, strengthen the monitoring of water areas that seriously affect production and life, comprehensively consider the water resources evaluation needs of different regions and different river basins, and build a perfect and efficient water resources monitoring station network by province.
1) monitoring of water functional areas. In order to further strengthen the development, utilization and protection of water resources, China started the national important river and lake water function zone (20 1 1-2030) in 20 12, and the important drinking water sources in all provinces in China were classified as national important water function zones. At the same time, the provinces have carried out routine monitoring of national key water functional areas and provincial important water functional areas, and local governments have also carried out quarterly monitoring.
2) Construction of provincial boundary monitoring station network. According to the monitoring requirements of national water functional zones, based on river basin institutions, a provincial border monitoring station network will be built. According to the plan, by 2030, the monitoring of national boundaries and provincial boundaries will achieve full coverage, and the construction of automatic monitoring stations for water quantity and water quality is also accelerating.
3) Estuary monitoring construction. According to the National Planning Requirements for Important Rivers and Lakes Water Conservancy Areas (2011-2030), the sewage outlets that discharge more than 50% of DOD, ammonia nitrogen and regional characteristic pollutants need to be measured and monitored online, and more than 80% of the sewage outlets need to be inspected manually [5]. All provinces need to realize a comprehensive survey of water functional areas in combination with the actual situation of sewage discharge at provincial boundaries, and make a scientific monitoring plan according to the survey results [6].
3.2, improve the monitoring ability of water resources protection.
First of all, it is necessary to strengthen the construction of provincial central laboratories, speed up the upgrading of instruments and equipment, improve the automation and intelligent construction of monitoring equipment, and build water quality monitoring targets from a long-term and deep level to ensure the forward-looking construction of laboratories. Secondly, we should increase the development of human resources, keep up with the technical development of water quality monitoring equipment, update the talent structure, and reserve more professional talents for the center to meet the new requirements of water quality monitoring development.
4. Concluding remarks
In a word, the main goal of water resources protection monitoring is to strengthen the monitoring, evaluation and early warning of surface water, water ecology and groundwater, provide services for water resources supervision and protection, further promote the development and utilization of water resources, effectively curb the destruction of water resources and ecological environment, and provide effective support for China's social and economic development.
