Colleges and universities directly under the central government, scientific research institutions, transportation enterprises managed by the central government, supporting units of national traffic science base and subordinate units are responsible for reviewing and recommending scientific and technological innovation achievements of their own units and subordinate units (groups). The industry key scientific research platform relies on (leads) the unit to be responsible for reviewing and recommending the scientific and technological innovation achievements of the personnel of the industry key scientific research platform of the unit. The provincial transportation department is responsible for reviewing and recommending the scientific and technological innovation achievements of local universities, scientific research institutions, enterprises and institutions within its jurisdiction. Relevant national societies and associations can recommend scientific and technological innovations in related fields. The Ministry of Maritime Affairs, the Yangtze River Waterway Bureau and the Pearl River Waterway Bureau are responsible for reviewing and recommending the scientific and technological innovation achievements of units within this system.
Four types of achievement declaration requirements

Major scientific and technological innovation projects (packages) must have passed the acceptance evaluation, and their achievements or partial achievements must be first-class and above scientific and technological award-winning projects at the provincial and ministerial level (including national societies and associations). The overall technology has been actually applied for more than 3 years (including 3 years), and the application time is calculated as June 65438+February 3, 20221.
The promotion project of scientific and technological achievements must have passed the acceptance evaluation, and the actual application has reached 1 year or above (including 1 year), and the application time is calculated as of June 30, 2022.

The patent shall be an invention, utility model or design patent authorized by China National Intellectual Property Administration, and the date of authorization shall be before 202 1 12 3 1 (subject to the date of authorization announcement). The number of patents applied by the same person shall not exceed 2.

For the scientific and technological achievements in storage, the storage certificate will be issued by the competent department of science and technology of the Ministry of Transport, which will be linked to various national awards nominated and recommended by the Ministry. Among them, major scientific and technological innovation projects in warehousing are set to three categories, and the national science and technology awards are nominated on the basis of merit; The candidate project of the annual "Traffic Science and Technology Achievements Promotion Catalogue" will be generated from the storage science and technology achievements promotion project; The candidate projects of China Patent Award recommended by the Ministry will be generated from the warehousing patents; The candidate books for the annual publication plan of "Transportation Science and Technology Series" will be generated from the scientific monographs (unpublished manuscripts) put in storage. The first finisher (author) of the warehousing results will be selected and included in the transportation science and technology expert database of the Ministry.
