Of course. You can use photoshop to process any picture you want. The method of making fluorescent effect with PS is:

1. Open the picture, copy the layer, create a new layer and fill it with pink.

2. Select the duplicate layer, "Filter-Blur-Gaussian Blur", and change the mode of "Layer 1" to "Soft Light".

3. Turn down the transparency of layer 0.

4. Select "Level 0" and use ctrl+i to reverse and finish.
