Research background and motivation

1. The road to universal benefit has a long way to go.

Preschool education is an important part of the national education system. However, in popularizing free compulsory education and higher education, the development speed of school education is relatively backward. According to the "the State Council Executive Meeting Spirit" promulgated in June, 20 10/1,we should fully understand the urgency and importance of developing preschool education, regard it as an important content of comprehensively developing the education system and ensuring the improvement of people's livelihood, and adhere to the principles of inclusiveness and public welfare. Adhere to the government-led, social participation, public parks and private parks simultaneously, improve the operating system and mechanism, rationally arrange school educational institutions, and coordinate the development of urban and rural kindergartens to ensure that children grow up in a reasonable, standardized, safe and healthy environment.

2. The importance of learning environment to education

The environment is everywhere. For children, the kindergarten environment is accompanied by their growth, and the quality of the environment affects their physical and mental development. As the saying goes, "those who are close to ink are black", which makes us deeply feel the importance of the environment. The learning environment can reflect the overall level of a kindergarten, the professional development level of teachers and the importance attached by the state to preschool education, and can also affect the growth and development of children. A good learning environment is conducive to children's normal development, can have a positive impact on children's life, study and physical and mental development, and is conducive to children's cognitive development, emotional development and creativity development. A large number of studies show that children's physical and mental development will be subtly influenced by the surrounding environment.

3. Build standardized and inclusive kindergartens.

In order to implement the spirit of the Fifth Plenary Session of the Seventeenth Central Committee and the Education Work Conference, the people's governments of all provinces, municipalities and autonomous regions will take the development of preschool education as an important content. All state organs, institutions, directly affiliated institutions and various departments in the State Council vigorously and actively develop preschool education, taking solving the current serious problems such as "expensive and difficult admission" as the primary task, meeting the development needs of young children and ensuring the rapid development of school education. In 2020, preschool education will be basically popularized throughout the country. The State Council's Opinions on the Current Development of Preschool Education particularly emphasizes five principles for the development of preschool education, adhering to the principles of inclusiveness and public welfare, adhering to the institutional mechanism of government-led, social participation, synchronous development of public parks and private parks, stable operation, reasonable layout of school educational institutions, balanced development of urban and rural kindergartens, and ensuring the growth of young children in a reasonable, standardized, safe and healthy environment. Countries all over the world have also accelerated the pace of popularizing preschool education and intensified efforts to improve the quality of preschool education. In contrast, the popularization rate of preschool education in China is still very low, and the quality of running the park needs to be improved.

This study actively responds to the call of the state, focusing on how to correctly standardize the development of inclusive kindergartens, adapt to China's national conditions and local regional characteristics, adapt to and benefit the broad masses of the people, and adhere to the principles of inclusiveness and public welfare. Further standardize the learning environment of inclusive kindergartens, better implement the specific work of inclusive kindergartens, and truly serve the people.
