Ieee journals submit papers in two editions.

One version is manuscript mode, which requires one inch of white space around the page, and the text size is greater than or equal to 1 1, with double spacing.

The other version is the double-column mode, which was like this when it was officially published. This version is useless, mainly to tell yourself how long the paper is and how much it will cost when it is published.

Note: since you ask this question, did you download the latex compressed package from the ieee website? If so, isn't there a IEEEtranHOWTO.pdf in it? Just look directly. In fact, many things defined by IEEE in that pdf are basically unnecessary. As long as you know the basic latex typesetting rules, plus a little formula input rules, and are familiar with the typesetting of multi-line formulas in amsmath macro package, you will insert pictures, do your own non-ieee template paper well, and then. Tex file.

\documentclass[journal,oneside]{IEEEtran}

Things like this are ok.
