How to correctly handle the relationship between economic development and environmental protection and realize their "win-win" has become an important issue facing the whole society. Based on the reality of Changshan county, this paper discusses the relationship between economic development and environmental protection.

First, the current situation of the town's economic development and environmental protection

_ Town is located in the northern suburb of Changshan County, the hometown of huyou in China, and is one of the four major towns in Quzhou City. Rich in mineral resources, the proven limestone reserves are 654.38 billion tons, and the stone coal reserves are 300 million tons, ranking first in the province in terms of reserves and grade. Relying on resource advantages, resource-consuming enterprises such as building materials and light calcium carbonate have developed rapidly. At present, there are more than 96 industrial enterprises in the town, including 3 cement enterprises, 2 light calcium enterprises 12, 2 lime shaft kilns 12 and 20 lime production and processing enterprises. By 2005, the town's total industrial output value reached 654.38+0.45 billion yuan, and industrial profits and taxes reached 380,000 yuan. However, with the rapid development of industrial economy, it has also brought a series of environmental problems, especially the original kiln, lime processing shed, batches of limestone and stone coal grinding points, eating away at the ore and "spitting out" a lot of smoke and dust. In addition, the environmental protection investment and management of cement, light calcium and stone coal mining enterprises are not in place, making _ town a famous pollution disaster area in the province, and the people suffer from environmental pollution. The current contradiction between economic development and environmental protection mainly includes the following points:

1, the awareness of regional ecological environment is weak. On the one hand, the local people's awareness of environmental protection is relatively weak. The pollution situation in the town for decades has made the local people accustomed to environmental pollution, and only when their own interests are directly damaged will they seek compensation and protection; On the other hand, most local business owners lack environmental awareness and social responsibility, are unwilling to increase investment and strengthen management in environmental protection equipment, and even often idle environmental protection equipment and secretly discharge pollutants, often sacrificing and destroying the environment in pursuit of maximizing economic benefits. There are still many local grassroots township and village cadres whose awareness of environmental protection needs to be further improved.

2. Economic development and ecological environment protection are not coordinated enough. Mainly in the following aspects: regional ecological damage is more serious; The output of solid waste is too large, resulting in secondary pollution; Serious destruction and waste of resources; The atmospheric environment and water environment are seriously polluted and the environmental quality is poor. However, the regional economic aggregate is not strong and the ability of sustainable development is poor. In 2002, the output of GDP per unit area was only 02.9 million yuan/square kilometer, which is a very low level.

3. The mode of economic growth still belongs to extensive growth. _ The economic growth of this town mainly depends on traditional products and traditional modes of production, which belongs to extensive growth. The performance is: the product quality is relatively poor, the technical level is relatively low, and the added value of the product is low; Limestone is rich in resources, but its mining and processing technology is relatively backward, with serious environmental pollution and hidden dangers. The scale of the enterprise is relatively small and its competitiveness is not strong.

4. The resource-based industrial economy has brought serious environmental pressure. With the development of limestone, the expansion of cement, light calcium carbonate, lime and other industries, and the promotion of the strategy of strengthening the town economically, the development of resource-based industries has brought great opportunities. At the same time, the economic structure of resource-based industries has brought great environmental pressure to the environment, such as dust and noise pollution of cement, dust and sewage pollution of calcium carbonate, sulfur dioxide pollution of lime and solid waste pollution, and ecological environment damage caused by the exploitation of limestone and stone coal.

5. Poor management and law enforcement by relevant government departments. Quzhou, as an economic center with many industrial enterprises, serious pollution and relatively developed economy, has no corresponding environmental protection management institutions and full-time environmental protection personnel. The environmental protection work of the town government for many years is more to coordinate and deal with environmental pollution and mass disputes, and to assist the Environmental Protection Bureau in collecting sewage charges. County environmental protection departments are also weak in supervision and law enforcement, lacking the professional knowledge of environmental protection workers and working vehicles, and it is difficult to cope with the increasingly severe environmental pollution situation. At the same time, the law enforcement and management are not strong enough, and they are more tolerant of environmental pollution, which leads to the bad idea of "low illegal cost and high law-abiding cost" and the lack of better measures to promote environmental pollution remediation.

Second, correctly handle the relationship between economic development and environmental protection countermeasures

At present, China is in a period of rapid industrialization and at the peak of environmental pollution and resource consumption, and the environmental situation is far from the requirements of building a well-off society in an all-round way. Our county has determined two major strategies: "establishing a county through industry and developing with characteristics". As a strong economic town, how to protect the environment while accelerating development and promote the harmonious development between man and nature is one of the most serious challenges. The author thinks that only by firmly establishing and seriously implementing Scientific Outlook on Development, solving environmental problems with economic development, promoting development by solving environmental problems, and taking the win-win road of development and environmental protection can scientific development be realized.

1. Strengthen environmental awareness and establish ecological concept. It is necessary to establish the environmental values of "beautiful scenery is priceless" and realize the transformation from exchanging environment for economic growth to optimizing economic growth with environment. Green mountains mean beautiful living environment, clean water and fresh air, which can greatly reduce the direct and indirect losses caused by environmental pollution and ecological destruction, greatly reduce the huge cost of pollution control and ecological restoration, greatly alleviate various social contradictions caused by ecological environment problems and maintain social stability. We should fully understand the high consistency between environmental protection and scientific development, correctly handle the relationship between environment and construction, and establish an ecological view of harmony between man and nature. "Environmental protection, education first", we should vigorously popularize the scientific knowledge of environmental protection, improve the environmental awareness of the whole people, combine the scientific concept of coordinating the relationship between man and nature with the fine tradition of the Chinese nation of caring for nature and being diligent and frugal, popularize scientific knowledge through various channels, and form knowledge of understanding the national conditions, cherishing the environment, protecting the ecology, saving resources and benefiting future generations in the whole society, and vigorously advocate eco-industry, eco-agriculture and eco-service industry.

2. Take environmental protection as an important part of decision-making and implement the basic national policy of environmental protection from the source. Environmental protection starts from the source. Most importantly, governments at all levels, management departments at all levels and leaders at all levels should shoulder the responsibility of improving environmental quality and managing according to law, firmly establish Scientific Outlook on Development Thought, change the decision-making mode of excluding environmental factors from decision-making, and implement comprehensive decision-making on environment and development. At the same time, we should establish a correct view of political achievements. It is necessary to replace the traditional gdp accounting system with the green gdp accounting system, incorporate environmental protection into the performance appraisal of governments at all levels, educate cadres to establish a long-term and sustainable view of political achievements, and change the view of political achievements at the expense of long-term interests for short-term interests. It is necessary to establish the macro-control concept that structure determines efficiency and vigorously adjust the economic structure. At present, according to the resource endowment and environmental carrying capacity of different regions in our town, we should further clarify the regional orientation of optimizing development, focusing development, restricting development and prohibiting development, and form a new pattern of scientific regional development with clear functional orientation, clear development orientation, standardized development order and coordinated development of economy, population, resources and environment. Efforts should be made to rationally adjust the industrial and product structure, change the extensive growth mode with high input, high consumption, high emission and low efficiency as soon as possible, and realize the "cage for birds" and "phoenix nirvana" of economic development.
