First of all, we must understand the root of corruption, that is, the lack of effective supervision and containment of power in the process of operation. When those in power use the public power endowed by the people to allocate social resources, due to the weakness of human nature, the allocation of resources loses fairness. Corruption will never be eliminated unless private ownership and state machinery are completely eliminated and productism is realized, which will accompany the development of human society until productism is realized. Corruption, as a common social phenomenon, is common in any historical period and countries and regions with different systems in the world. It is an extreme understanding that corruption only exists in China, or that China is the most serious. In fact, corruption in socialist countries and capitalist countries is more serious than that in China. Moreover, in the process of social and economic development, corruption will be more likely to breed at a certain stage. Since the reform and opening up, I have been in the stage of continuous exploration and maturity of social development. The invasion and interweaving of various concepts, rapid economic development, imperfect anti-corruption systems and measures, and imperfect laws and regulations have led to a considerable increase in the incidence of corruption in China compared with that before the reform and opening up. However, we must correctly realize that the increase of this corruption phenomenon is a normal social phenomenon that will inevitably appear in the process of social and economic development. Throughout the developed capitalist countries, all kinds of problems, including corruption, have basically emerged when China is experiencing the current stage of economic development. The broad masses of the people must have a correct understanding of the root causes of corruption and the national conditions of China at this stage, so as to fundamentally establish confidence in the Party's governance and rejuvenation of the country and stimulate enthusiasm for life and work.

Then we should correctly look at our party's determination and effectiveness in anti-corruption work. Many people mistakenly think that our party is "too corrupt", "too much thunder and too little rain" and "just talk without practice" on the issue of anti-vice classes, but it is not. From an objective and fair point of view, the anti-corruption situation in China is gradually deepening and developing healthily.

First, we must see that the CPC Central Committee attaches great importance to and is determined to fight corruption. In recent years, the Central Committee of the Communist Party of China has made special arrangements for anti-corruption work every year, and the State Council has held a clean government work conference every year, and introduced a series of major measures, and has always maintained a high-pressure situation against corruption. China's social and economic development is in a transitional period. With the further development of social economy and the further improvement of various institutional measures and laws and regulations, corruption will be fundamentally curbed. Since the 16th National Congress of the Communist Party of China, the CPC Central Committee, with Comrade Hu Jintao as the general secretary, has clearly put forward that we should adhere to the principle of treating both the symptoms and root causes, comprehensively managing and simultaneously punishing and preventing corruption, and establish and improve the system of punishing and preventing corruption, and issued the Implementation Outline of Establishing and Improving the System of Punishing and Preventing Corruption with Equal Attention to Education, System and Supervision and the Work Plan of Establishing and Improving the System of Punishing and Preventing Corruption for 2008-20 12, which outlines "China to Punish and Prevent Corruption".

Then we should see the actual results achieved by our country in anti-corruption work in recent years. Since 2009, Wang Yi, Huang Songyou, Zhang Chunjiang, Wen Qiang and Xu Zongheng have been investigated and punished, which fully reflects the determination and effectiveness of our party in fighting corruption. Since 2003, the number of duty crimes filed for investigation by procuratorial organs in China has decreased at an average annual rate of about 5%. From 2003 to 2009, people's satisfaction with the effectiveness of anti-corruption work rose steadily. All these fully reflect the people's recognition of anti-corruption work.

Finally, we should clearly understand the seriousness of current corruption, the diversity of case types, the complexity of criminal means and the importance of anti-corruption work. Only by resolutely opposing corruption can we maintain the health of the party and the country, consolidate the party's ruling position and promote the stability and development of the country. In recent years, the image of corruption has been repeatedly banned, and corrupt activities have spread to some key areas and social fields. Senior and middle-level cadres violate the law seriously, and some corrupt elements combine political transformation, economic corruption and life corruption, which seriously affects the relationship between the party and the masses, damages the party's image and weakens the party's ruling ability, and is a cancer of social development. Therefore, we must keep a clear understanding of the current severe anti-corruption situation.

After we have a correct understanding of corruption and anti-corruption, we should start to solve the problems existing in the current anti-corruption work and fundamentally prevent and reduce the occurrence of corruption. Establishing and perfecting the system of punishing and preventing corruption is the focus of current anti-corruption work. This system should not only include severe punishment measures, but also include the content of radical treatment. This system must unify education, system, supervision and punishment, and play a "combination boxing" in ideological education, laws and regulations, power monitoring and source management. If the system is not implemented, all systems are empty shells. "Unsupervised rights will inevitably lead to corruption, and absolute rights will inevitably lead to absolute corruption." How to run correctly in the sun is a difficult problem that we need to solve at present. I think the most important thing is to ensure the openness of the operation of rights within the system and hand over the supervision power to the broad masses of the people. We must make it clear that the openness of party affairs and government affairs is an inevitable requirement of the government, and establish a responsibility system to make the operation of rights always under the supervision of the broad masses of the people. When using mass supervision, we should broaden the channels of supervision, mobilize the enthusiasm and initiative of the masses, improve their awareness and level of supervision, improve the protection system for informants and witnesses, and ensure the exercise of people's supervision rights.

"The ninth floor platform starts from the foundation soil." As long as we go step by step, we will be able to effectively eliminate the "political cancer" of corruption and build a harmonious socialist society with clean thoughts, clean government and peaceful people.
