The Background, Content and Significance of Double Carbon Policy
Significance: The "Double Carbon" strategy advocates a green, environmentally friendly and low-carbon lifestyle. Accelerating the pace of carbon emission reduction is conducive to guiding green technology innovation and improving the global competitiveness of industry and economy. China continues to promote the adjustment of industrial structure and energy structure, vigorously develop renewable energy, accelerate the planning and construction of large-scale wind power photovoltaic base projects in desert, Gobi and desert areas, and strive to give consideration to economic development and green transformation simultaneously.

Figure 1

Background: At present, China is the largest emitter of carbon dioxide in the world. As can be seen from the figure 1, among the 2110 billion tons of carbon dioxide emissions, China is 5.3 billion tons, the United States is 5.3 billion tons, the European Union is 2.9 billion tons, and India is 2.5 billion tons. China's carbon dioxide emissions are equivalent to the sum of the carbon dioxide emissions of the following major economies, so it is under great political pressure internationally.

Content: "Double carbon" is the abbreviation of peak carbon dioxide emission and carbon neutrality.

Terms of carbon neutrality, energy saving and emission reduction. Carbon neutrality refers to the total amount of carbon dioxide or greenhouse gas emissions directly or indirectly produced by a country, an enterprise, a product, an activity or an individual in a certain period of time, and offsets its own carbon dioxide or greenhouse gas emissions through afforestation, energy conservation and emission reduction, thus achieving positive and negative offsets and achieving relative "zero emissions". The peak value of carbon dioxide emission refers to the stage of steady decline of carbon emissions after entering the platform period.

The goal of "double carbon" is the responsibility of China, as a big country, to actively respond to global climate change. The goal of "double carbon" is an important starting point for accelerating the construction of ecological civilization and achieving high-quality development, and it is also an important starting point for implementing new development concepts and promoting innovation-driven green, low-carbon and high-quality development.
