First of all, the Regulations on the Whole Process Supervision of Environmental Safety was formulated and promulgated by the state as a supplementary provision of the Emergency Response Law of People's Republic of China (PRC). Refine the responsibilities of relevant government departments and lay a legal foundation for environmental protection departments to scientifically formulate environmental safety supervision system; Ensure the whole process supervision of environmental safety issues in the production and operation of enterprises, timely early warning and effective disposal of sudden environmental incidents, scientific post-evaluation of losses and disaster impacts caused by pollution incidents, and put forward corresponding rectification plans.

Secondly, relevant environmental laws should be improved. In the Environmental Impact Assessment Law of the People's Republic of China, the chapter on strengthening regional planning EIA and project risk EIA was introduced, and the environmental risk was minimized from the beginning of project construction site selection through the project approval link. It is clear that enterprises without environmental safety facilities should be forced to build related facilities; Strengthen the construction of environmental safety facilities for projects under construction; Strengthen the supervision of environmental safety facilities of operating enterprises; In addition to the environmental pollution incidents caused by force majeure, the responsible enterprises should be given high penalties.

Thirdly, the environmental protection department should formulate or improve the corresponding environmental safety supervision system according to the newly promulgated and revised laws and regulations. Determine the classification method of enterprise environmental safety risk, force enterprises with high risk level to revise feasible emergency plans for sudden environmental incidents, carry out emergency handling drills on time, and prepare sufficient emergency materials.
