Analysis on stealing electricity and anti-stealing electricity

At present, the phenomenon of stealing electricity is becoming increasingly rampant, which has become a chronic social disease and a cancer that affects the construction of social civilization. Therefore, taking Wuhan as an example, this paper analyzes the harm caused by stealing electricity to society, the causes of stealing electricity and some solutions. Finally, in view of the problems and difficulties existing in the current anti-stealing work, some suggestions are put forward. For a long time, the problem of stealing electricity has not only troubled the power supply department, but also seriously affected the country's economic construction and social stability. In order to prevent electricity theft, power supply enterprises have taken various management and technical measures, such as strengthening manpower inspection and installing anti-theft measures on electric energy meters. Although some stealing behaviors have been prevented to some extent, the profit-making effect of "reducing costs" brought by stealing electricity has made the thieves rack their brains and try their best to steal electricity, which has brought great difficulties to the anti-stealing work.

As far as Wuhan is concerned, it has a vast territory, a large number of electricity customers and a dense power grid. With the continuous economic development of all walks of life in Wuhan and the improvement of people's living standards, the demand for electricity is getting stronger and stronger. However, rampant electricity theft has been repeatedly banned, which has seriously affected the social and economic development and brought harm to harmony and stability and the construction of "two-oriented society". Therefore, this paper starts from the point of view of the harm of stealing electricity.

1 Hazards of stealing electricity

Stealing electricity does great harm to society, damages the legitimate rights and interests of power supply enterprises and leads to a large loss of state-owned assets. It can be seen that stealing electricity is not only related to the economic interests of power supply enterprises, but also to a series of work such as the safe and stable supply of electricity in the whole harmonious society. Mainly manifested in:

First, the state property suffered huge losses. According to statistics, in 2008 and 2009, the stolen electricity in Wuhan reached 380 million kWh, resulting in a direct economic loss of more than 220 million yuan. The indirect economic loss caused by stealing electricity is incalculable.

Second, stealing electricity endangers people's personal safety and power grid safety. Wuhan power grid, as the channel of east-west interconnection, the intersection of north and south, and the center of the province's networking, has a very important security position. Stealing electricity is very harmful, which will damage low-voltage electrical facilities and cause regional power supply interruption. What's more, it will lead to technical power grid accidents, and if there is a chain reaction, it may also lead to serious consequences of large-scale power outages. In addition, those who steal electricity are greedy, which can easily cause electric shock casualties and threaten the personal safety of others. According to statistics, in recent years, personal electric shock accidents caused by stealing electricity account for 28% of electric shock accidents, and it is as high as 38.6% in rural areas. In 2008 and the first half of 2009, there were 268 large-scale power outages caused by stealing electricity, and fire accidents caused by stealing electricity also occurred frequently.

Third, electricity thieves trample on social morality and the principle of good faith and undermine the principle of fair competition in the market economy. They pursue illegal interests by unscrupulous means, which seriously undermines the normal order of power supply and consumption and the social and economic order. On the one hand, electricity thieves greatly reduce production costs, resulting in unfair competition in the same industry and infringing on the interests of legitimate operators; On the other hand, in the peak season of power supply, law-abiding users avoid using electricity, and some have to abandon electricity in an orderly manner, while illegal users steal electricity unscrupulously, trampling on fairness, justice and morality.

Fourth, stealing electricity affects social harmony. In recent years, the behavior of stealing electricity has developed from general methods to high-tech stealing electricity, from household lighting to factories and mines, from ordinary stealing electricity by users to professional stealing electricity by spreading stealing technology and devices, and even to evil gangs. Stealing electricity has become a serious social hazard. In the anti-theft work, anti-theft inspectors are often insulted, besieged, intimidated and beaten, which destroys the normal order of power supply and consumption, disrupts the normal social and economic order and affects social harmony.

2 Reasons for stealing electricity

Stealing electricity seriously disturbs the order of power supply and consumption, and threatens the safety of power grid. However, why are the crimes of stealing electricity repeatedly banned, and why have the acts of stealing electricity not been properly cracked down? Let me analyze the reasons below:

2. 1 Weak legal concept

Because there is no clear punishment for the crime of stealing electricity in the Criminal Law, quite a few people think that "stealing electricity is not stealing electricity" and even think that stealing electricity will not constitute a crime. A few departments and units also cover up and connive, even speak for thieves and put pressure on the power supply department. As a matter of fact, in the Electricity Law, the Regulations on the Administration of Power Supply and Use, and the Measures for the Supervision and Administration of Power Supply and Use, there are already provisions in the name of the power management department to order to stop the illegal act of stealing electricity, pay back the electricity fee, and punish the use of electricity fee in violation of the contract. 2.2 Driven by economic interests

Because stealing electricity is profitable, criminals do not hesitate to take risks. From the research on the composition of the main body of stealing electricity, it can be seen that there are many cases of stealing electricity by owners and enterprise electricians, and entertainment places, restaurants, bath centers, rental markets, real estate developers, private enterprise processing plants and so on are the "big heads" of stealing electricity. In order to get more profits, these operators ignore national interests and laws, and regard stealing electricity as a way to increase revenue, reduce costs and increase income, and get rich.

2.3 Anti-stealing and anti-stealing measures and investigation efforts are not enough.

The existing anti-stealing and anti-stealing technical means of power supply enterprises in China are still relatively backward, which is manifested in the insufficient anti-stealing function of electric energy metering devices and simple testing equipment. 3 the solution to stealing electricity-anti-stealing electricity

It is a long-term and arduous task to carry out the struggle against electricity theft, which requires the joint efforts of the whole society. In fact, anti-theft and anti-theft work is also a systematic project, including management in three stages: before, during and after. It needs the action of the whole society, the support of relevant departments and the strong cooperation of the broad masses of the people. Only by taking preventive measures, combining strike with prevention and strictly checking can we effectively prevent the occurrence of electricity theft and minimize the losses caused by electricity theft.

3. 1 Legislation: Establish and improve the legal system against electricity theft.

From a global perspective, there are two modes of legislation on the crime of stealing electricity: one is to add charges, such as the criminal codes of Germany, Austria, Russia and other countries, and make it clear that the crime of stealing electricity is "dishonest use of electricity or dishonest waste of electricity or transfer of electricity to other places without reasonable authorization"; The second is judicial interpretation, which stipulates that electricity belongs to the scope of property and regards stealing electricity as stealing property. For example, Japan clearly stipulates that electricity is also considered property, while France stipulates that "damaging the interests of others and fraudulently stealing electricity is regarded as theft". Some experts believe that the reason why the crackdown is ineffective is that there are no relatively perfect anti-theft laws or regulations in China at present. The current Electric Power Law and the Electricity Supply and Use Regulations have no specific provisions on criminal punishment for stealing electricity, and they lack sufficient deterrence against stealing electricity.

3.2 Improve the scientific and technological content of electric energy metering devices

The technology of stealing electricity is increasingly "superb", and the anti-stealing technology should also keep pace with the times. In our opinion, improving the scientific and technological content of electric energy metering devices includes two aspects: first, reforming the defect that the existing electric energy metering devices are easy to steal electricity, adopting metering devices with anti-stealing function, reforming metering circuits and changing metering methods; Second, by using high-tech means, the power analysis and monitoring functions of the load control system are developed and fully applied, so as to gradually realize real-time remote control and telemetry of the power consumption of large users, and try out the remote centralized meter reading method of power lines in mature places, so that the power loss analysis and real-time remote monitoring of power supply enterprises can play an immediate effect.

3.3 Establish and improve the reporting system for power theft by the masses.

Decades of anti-theft practice has proved that it is a good way to mobilize the masses to report. Power supply enterprises shall set up telephone numbers and report boxes for stealing electricity, and reward and keep confidential informants. After receiving the report of stealing electricity, the electricity inspector must immediately go to the scene to investigate and deal with it. 4 Current difficulties and suggestions on anti-stealing electricity

At present, the main difficulties in anti-stealing electricity are as follows:

*** 1*** There are various ways to steal electricity. The ways of stealing electricity have developed from the past to more than 20. Some set up professional stealing teams, equipped with professional tools, taught high-tech stealing methods, installed stealing devices, and stole electricity wantonly. At present, the phenomenon of stealing electricity is mainly concentrated in hotels, shopping malls, internet cafes, entertainment places, processing enterprises, five small enterprises with high energy consumption, as well as some old cities, villages in cities, demolition and reconstruction areas, urban-rural fringe areas and so on. The situation of stealing electricity is serious, and there have been organized and premeditated collective stealing electricity, and even openly "stealing electricity".

Judging from the distribution of electricity thieves seized in recent years, there are both new users and old users stealing electricity; There are poor households and well-off households; There are people and cadres; There are enterprises and institutions. Some units and individuals have a weak legal concept and mistakenly believe that "stealing electricity is not stealing electricity, and stealing electricity is not illegal". Some people turn a blind eye to stealing electricity, some people take the initiative to intercede for stealing electricity, and some self-employed and enterprises regard stealing electricity as a means to reduce costs and reap huge profits.

In view of the above difficulties, I have two suggestions for anti-theft work:

First, propaganda work should be done well. Although slogans and billboards about anti-stealing electricity can be seen everywhere in the streets and residential areas, this shows that the power sector has indeed made a lot of efforts in propaganda, but in fact, many residents need a direct indoctrination process to accept relevant policies and regulations, which means that someone needs to explain them, so that policies and regulations can easily take root in the hearts of residents.

Second, anti-theft can not only rely on special inspections, but also form a normalized implementation mechanism. For a long time, some power supply enterprises have taken regular "special inspections" and joined hands with the public security departments to punish power theft in the spirit of "great campaign", which often leads to "resurgence" afterwards.

The struggle against electricity theft is a long-term task, and the power supply department should strengthen daily management, form a normal implementation mechanism, and ensure the normal order of power supply and consumption.
